The Iowa Department of Revenue’s Legal Services Division is currently seeking an experienced attorney to specialize in collections and setoffs administration law for the Legal Services Section, taking on additional legal work as time permits.
The Legal Services Division is responsible for:
- Enforcement Actions and Appeals Bureau:
- Tax Appeals:
The Bureau reviews tax appeals and participates in administrative hearings for the Department. - Alcohol Enforcement Actions and Appeals:
The Bureau conducts enforcement actions related to alcohol licensing and participates in administrative hearings for the Department.

The Legal Services Section of the Division provides legal support to the Director and Department staff across all divisions of the Department. Attorneys work on questions of tax, alcohol, lottery, administrative law, constitutional law, contracts, and other subjects as they come up.
This position will primarily work on collections and setoff administration matters. This position also performs work in other areas of revenue administration, such as specific tax subjects. Additional subjects may be assigned as needed. In this position you will be responsible for:
- Providing advanced level legal advice and opinions with limited supervision, to the Director, and other divisions within the Department. Preparing letters, memoranda, and legal documents to analyze, clarify, or explain laws and rules for Department employees, other Executive branch agencies, state legislators, and federal authorities.
- Drafting legislation, rules, declaratory orders, and other legal documents.
- Analyzing various sources including current state and federal law and court decisions. Identifying potential conflicts with existing federal or state laws and policy by researching existing policy and law.
- Assisting decision makers in the development of department policy.
- Assisting in the drafting of public communications.
- Providing legal counsel on collections and setoff administration matters.
Preference will be given to candidates with:
- Significant relevant work experience in collections and setoff administration law, researching law, policies, orders, and regulations and drafting legal documents
- Knowledge of the legislative branch or administrative law
- Demonstrated interest in public service
