Operations Manager
ETIC is currently seeking an experienced Head of Construction Development to join its expanding Construction and Field Services Division and support continued growth. This is a senior, management-level leadership role intended for a seasoned construction professional with deep industry experience, strong market credibility, and the ability to draw upon long-standing relationships to expand company construction services and market presence.
This role plays a key part in strengthening client partnerships, supporting strategic growth initiatives, and shaping the long-term direction of construction services across both public and private sector markets. The position combines market-facing leadership, strategic business development, and operational oversight, while remaining closely connected to project delivery and execution.
Essential Duties and Responsibilities- Lead and oversee business development efforts, including identification of growth opportunities, pursuit strategy, and strengthening long-term client, consultant, and subcontractor relationships.
- Provide strategic guidance on cost estimating, proposal development, and technical approaches in support of Requests for Proposals and other new business acquisition methods.
- Serve as a senior client-facing representative, positioning the organization for repeat and expanded work.
- Engage with industry-related associations and participate in relevant conferences and trade shows to enhance market presence and industry visibility.
- Participate in construction and field services project planning and execution, including senior-level governance of preconstruction submittals, purchase orders, and subcontractor task orders.
- Review project budgets, monitor financial performance, and support utilization forecasting and resource planning.
- Ensure project teams comply with all internal procedures, safety protocols, and applicable client and regulatory requirements.
- Maintain a strong understanding of contractual, regulatory, and compliance obligations to ensure consistent adherence across projects.
- Provide leadership, mentoring, and guidance to professional and field staff, supporting team development and succession planning.
- Collaborate with executive leadership on long-term construction strategy, service offerings, organizational planning, and market positioning.
- Contribute strategic input related to staffing needs, organizational structure, and potential equipment or vehicle acquisitions.
- Perform additional responsibilities as assigned.
- Bachelor’s degree in Engineering, Geology, Construction Management, or an environmental or earth science-related field preferred but not required.
- 20 or more years of progressive experience in construction, environmental, or civil services, with demonstrated senior leadership responsibility.
- Proven track record of contributing to business growth through client relationships, market development, and repeat work.
- Strong understanding of public and private sector construction delivery models, procurement methods, and client expectations.
- Experience operating in a senior leadership or practice-building role within a construction or professional services organization.
- Excellent professional judgment, decision-making, and problem-solving skills.
- Strong written and verbal communication skills, with the ability to interact effectively with clients, regulators, and internal teams.
- Proficiency with standard computer applications, including MS Office Suite.
- Self-motivated individual who can work effectively both independently and within a collaborative, hybrid work environment.
- Must meet company-defined pre-employment physical, alcohol/drug screening, and background check requirements.
- Valid California Driver’s License with a clean driving record.
This position can be based in the office or working from home; however, the candidate must be within driving distance to jobsites throughout the San Francisco Bay Area.
Salary Range: $190,000 - $220,000
Compensation will be commensurate with experience and scope of responsibility
