Overview

At Larimer County Department of Human Services, we strive to be responsive, provide timely resources in partnership with our community so individuals and families are healthy, supported, and safe. We are seeking a highly motivated, innovative, and collaborative Program Supervisor to lead our team of Program Coordinators.

This team is essential in bridging the gap between client funding and service execution by managing complex contracts with external community providers and fostering vital partnerships across program areas including Child Welfare Services, Aging and Adult Services, and Child Care. This position frequently coordinates with our internal Procurement and Accounting teams, and attends state and local meetings. This leadership position is central to the team's success, focusing on removing obstacles and fostering a culture of continuous learning and support.

The typical schedule is Monday–Friday, 8:00 a.m.–5:00 p.m. This is a hybrid position requiring at least one day per week in the office. Remote work requires adequate internet access and workspace; a one-time stipend is provided to support remote work setup.

Responsibilities

What you'll be doing:

  • Cultivating a high‑performing, safe team environment by actively listening to challenges, asking thoughtful questions to identify root causes, and empowering staff to develop and own solutions.
  • Overseeing the full contract lifecycle, including supporting staff with negotiation, execution, compliance, and sub‑recipient monitoring across mandated program areas.
  • Serving as the departmental subject‑matter expert on contract management and resource provision for specialized programs (e.g., Core Services, Area Agency on Aging, Child Care) to ensure clients receive timely and appropriate services.
  • Building and maintaining strong, collaborative relationships with community providers and internal Larimer County departments to streamline service delivery and payment processes.
  • Developing, implementing, and evaluating policies and procedures related to contracting, provider compliance, and timely payments to external partners.
  • Analyzing contract utilization and outcome data to inform continuous quality improvement efforts.
  • Acting as a dedicated resource to the team by troubleshooting complex contract and provider issues and advocating for the tools, resources, and support Program Coordinators need to succeed.
  • Supporting the professional growth of Program Coordinators through regular one‑on‑one meetings, identifying development opportunities, and removing barriers to long‑term career success.
  • Representing the department as a subject‑matter expert at state, regional, and local meetings related to community partnerships and service contracting.
What We're Looking For
  • Demonstrated experience managing complex service contracts, including negotiation, execution, and compliance with federal and state sub‑recipient monitoring requirements.
  • Proven ability to build and sustain strong, effective relationships with a diverse network of external community partners (75+ providers) and internal stakeholders.
  • Familiarity with program requirements and service delivery within Child Welfare (Core Services), Aging and Adult Services, and Early Childhood/Child Care programs.
  • Proven track record of identifying and resolving operational, procedural, or systemic barriers that impact team performance or service delivery.
  • Exceptional de‑escalation and mediation skills, particularly in resolving contract disputes or inter‑agency coordination challenges.
  • Ability to analyze contract utilization and payment data to assess program performance and inform strategic operational improvements.
  • Experience with financial tracking and management of program funds designated for payments to external providers.
  • Demonstrated ability to shift from a directive management style to a coaching approach by recognizing and leveraging individual staff strengths to support professional growth and team effectiveness.
