Overview
This position is 100% Remote in the United States, with expected travel and deployments. As part of our growing Disaster Management group, ICF’s Disaster Management Division is seeking a Senior Manager, Disaster Management for Disaster Recovery programs and projects. This position requires in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant Disaster Recovery (CDBG-DR) program and other disaster response and sheltering programs.
Responsibilities- Provide leadership to teams assisting and implementing post-disaster recovery efforts, working with the V.P. and leadership.
- Schedule and assign staff; allocate resources, assess and manage risk.
- Coordinate components of projects to ensure on-time delivery and that task deadlines are understood and met.
- Maintain clear communication of progress and outstanding issues; oversee subcontractors; ensure deliverables are compliant, on schedule, and of high quality.
- Validate progress and quality of Construction Managers’ performance; track items and communicate results; follow up with staff and subcontractors on expectations and progress.
- Assist project leadership with client requests by providing data, reports, and other information, ensuring quality control of all information provided.
- Support business development as a capture lead; represent ICF in client meetings; serve as technical and proposal lead.
- Bachelor’s degree.
- 8+ years of combined program and project management experience.
- 5+ years of in-depth experience with CDBG-DR or similar HUD disaster recovery programs.
- 2+ years of experience managing a high-volume housing recovery program.
- Able and willing to travel for program needs; must have a valid U.S. driver’s license and pass a Motor Vehicle Records check.
- Experience overseeing construction contractors and subcontractors, negotiating change orders, and ensuring high-quality completed constructions.
- Experience monitoring federally funded programs.
- Strong MS Office skills and ability to learn new technologies.
- 15+ years in disaster recovery with federal, state, and local government.
- Project Management Professional (PMP) certification.
- Flexibility to handle multiple priorities and overtime as needed.
- Results-driven with a focus on efficiency and collaboration.
- Strong communication and professionalism; analytical and problem-solving capabilities.
- Team player in fast-paced environments with tight timelines; proficiency in MS Office applications.
Compensation:
Base salary range is $120,000 to $150,000, with offer based on match and location. Higher education/experience will not alter this range.
