Pinellas County Utilities is looking for experienced, mission-driven leaders to step into Senior Project Manager roles that help shape how essential infrastructure is planned, funded, and delivered across our community. In these roles, Senior Project Managers lead complex, high-impact utilities projects, guide multidisciplinary teams, collaborate with internal and external partners, and ensure projects support strategic goals and reliable service for our residents.
This posting includes two focus areas: one position will focus on capital planning, financial oversight, and performance analysis, while the other emphasizes design, construction, and project delivery—together strengthening the full lifecycle of Utilities’ capital program.

- Supervise, coordinate and provide technical guidance to a medium size project management function in utilities.
- Communicate frequently with Pinellas County Public Works and municipalities within the County to stay apprised of project schedules, impacts to utilities infrastructure and perform budget forecasting.
- Oversee the design, construction and inspection of utilities infrastructure often in conflict with roadway, drainage, highway, bridge and other projects.
- Supervise and direct the planning, coordination, review and updating of budgetary needs for assigned projects.
- Provide recommendation to the Division Director for the utilities CIP as it relates to joint projects with municipalities and public works.
- Perform and/or supervise technical staff in the review of plans, cost estimates and specifications, and in the review of various permit applications.
- Coordinate or supervise the resolution of utilities design and construction conflicts.
- Conduct and coordinate contract administration services for all consultant contracts, including preparing progress reports, attending meetings, tracking progress, reviewing plans and specifications, reviewing pay requests, and coordinating and reviewing construction activities.
- Prepare, review, or arrange for regulatory permit and easement acquisition.
- Performs other related job duties as assigned.
Experience: Design, construction, and management of utilities and/or public works projects that includes at least 3 years of supervision or supervisory training.
Degree: Engineering, construction management, project management, public administration or other relevant discipline.
- 1 2+ years of experience as described above.
- Associate's degree and 10+ years of experience as described above.
- Bachelor’s degree and 8+ years of experience as described above.
- Master’s degree and 6+ years of experience as described above.
- Doctoral degree and 4+ year of experience as described above.
- A equivalent combination of education, training, and/or experience.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Possession and maintenance of a valid State of Florida Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
- Five years’ experience directly related to utilities design and construction.
- Project Management Professional (PMP) certification within 8 months of hire.
- Knowledge of the principles and practices of engineering, construction management, geotechnical sciences and other areas of technical expertise based on area of assignment.
- Knowledge of best practices in project management.
- Knowledge of and ability to use and apply project management software, GIS, CADD or other specialized software specific to area of assignment.
- Knowledge of design, permitting, and construction of public works and utility projects.
- Knowledge of federal, state, and local regulations in relation to public works and utilities projects regarding environmental, hazardous material and construction safety issues.
- Ability to plan and direct the work of project managers, contractors, technicians and clerical personnel in a manner conducive to full performance and high morale.
- Ability to give technical and professional review to a wide variety and large volume of project plans, specifications and related documents.
- Ability to address civic, public or private organizations relative to public works or utilities programs and projects.
- Ability to enforce departmental policies.
- Ability to present clear and concise reports, orally and in writing.
- Ability to defend Pinellas County interests through collaboration and tactful communication.
