Proven experience in international projects management in the humanitarian or INGO sector, up to the level of Director of Operations, HR Director, Executive Director or International Coordinator.

Proven experience in organizational change management, in the humanitarian and INGO sector.

Strong project management and facilitation skills.

Excellent communication and stakeholder engagement abilities.

Experience in benchmarking, comparative analysis, and risk mapping.

Fluency in English (French and/or Spanish an asset).

Ability to work in a multicultural, decentralized environment.

Additional:
Permit to work/travel in Europe.

Description Context

The Médecins du Monde International Network consists of 17 civil society organisations united by a shared vision: a world where health is recognised as a fundamental right. We provide care, bear witness and advocate for social change, while also fighting injustice. We work collaboratively to ensure universal access to healthcare.

Today, 12 chapters conduct international operations across 47 countries. In 2025, with the objective of enhancing efficiency, coherence, and collective impact, the Network endorsed a strategic objective to define an appropriate structure to oversee all international operations by 2027. This structure will have the aim of streamlining and ensuring quality standards for a better impact under the flag of one MdM movement.

A dedicated workplan has been developed to guide this task, ensuring a coordinated and collaborative approach across the Network. This workplan can be readjusted according to needs and relevance.

Purpose of the Role

The Transition Officer will coordinate and facilitate the process to define the best suitable structure to oversee all international operations of the network. The role aims to ensure the successful design, consultation, and preparation for implementation of the new structure, in alignment with the approved workplan and the movement’s vision and quality standards. The Transition Officer will be directly responsible of producing some key deliverables (see below).

The Transition Officer will work closely with the MdM International Task Force (see composition below), whose role is to guide and oversee the process towards the creation of a suitable structure to oversee all international operations of Médecins du Monde Network. The group will ensure that the Transition Officer has access to all necessary information to perform his/her duty.

The MdM International Task Force. The Task Force is composed of 2 Executive Directors, 2 Directors of International Operations, 1 Board Member, the Network Operations Coordinator, the Network Coordinator.

Key Responsibilities

Phase 1:
Exploration & Scoping (First Semester 2026)

Lead analysis (SWOT or equivalent type) of the current model at MdM for implementation of international operations, and benchmarking and comparative reviews of other network INGOs and activist movements, adding/combining the outcomes with the results of a previous benchmarking round in 2024.

Map possible organizational structures, including risk and feasibility analysis, and an estimation of the necessary costs (time, resources and political decisions to be taken) and efforts to implement each of them. If needed, mobilize additional experts for this mapping.

Evaluate impact of each model on individual chapters and propose scenarios of mitigation

Develop and guide implementation of clear internal communication on the process to ensure transparency and buy-in across all chapters.

Organize and facilitate stakeholder consultations on proposed structural options.

Phase 2:
Co-design & Decision (Second Semester 2026)

Support the Task Force and governance committee in identifying and detailing governance/structure strategic options for MdM International.
