Personnel Services Section Manager (Administrator III)
Job SummaryUnder the general direction of the Assistant Bureau Director, Business and Human Resources Bureau, the Administrator III manages payroll, benefit administration, and employee services for approximately 7,000 permanent and intermittent employees. The incumbent collaborates closely with internal partners in the External Budget Office, Labor Relations, Equal Employment Opportunity (EEO), Legal and Fiscal Accounting, and external control agencies such as the State Controller’s Office (SCO), Department of Human Resources (CalHR), California Public Employees’ Retirement System (CalPERS), and Department of Finance (DOF).
Responsibilities include providing critical HR‑related information and implementing changes due to updates in personnel administration policies, laws, and labor contracts.
$10,751.00 – $12,813.00 per month (minimum salary for new to State candidates or alternate range minimum when applicable).
Working ConditionsThis position is eligible for limited remote work within California based on departmental guidelines and operational need. The Franchise Tax Board requires a minimum of two in‑office days per week for all positions. The role is not eligible for visa sponsorship.
Minimum Requirements- Background investigation clearance prior to hiring.
- Eligibility for federal and state employment, including completion of E‑Verify.
- Valid California driver’s license if the position requires automobile driving.
- General qualifications as outlined in the California Code of Regulations, Title 2, Section 172 (integrity, honesty, dependability, etc.).
- Strong leadership, supervisory, and team‑development abilities.
- Previous supervisory/managerial experience at an Administrator II level or equivalent in a customer‑service focus.
- Extensive knowledge of California state personnel rules, regulations, policies, and procedures related to payroll, benefits, and leave administration.
- Experience with change management and leading employees through organizational changes.
- Effective communication, customer‑service, and relationship‑building skills.
- Strategic thinking with experience in process improvement and inventory management.
- Strong analytical and organizational skills.
- Ability to manage multiple programs with high accuracy and confidentiality.
- Experience on enterprise teams, projects, or policies and with external stakeholders such as CalHR, SCO, SPB.
- Ability to adapt to shifting priorities and collaborate, negotiate, and motivate others.
- Commitment to accountability, confidentiality, and urgency in problem solving.
- Two‑year college degree or completed HR‑related certification program.
- Demonstrated involvement in diversity activities and a broad understanding of the department’s mission.
