Job SummaryThe Health & Safety Program Manager has direct responsibility for implementing and managing safety programs across the Utility as well as governance and oversight of Utility health and safety processes. This position is supported by a team of Performance Analysts that are responsible for data and trend analysis as well as benchmarking. Assistance includes actively supporting field operations personnel in implementing and communicating recommendations stemming from Incident Investigations, interpreting OSHA and other pertinent safety regulations, Corporate Practices, and procedures, understanding new programs, documenting actions/events, and resolving health and safety issues in a consistent manner across the LOB.
The position reports directly to the Manager Safety and supports Utility leadership by implementing and monitoring Utility‑wide safety programs and driving positive safety behaviors. Position is responsible for the Utility Health and Safety Manual maintenance and updating, which includes the tracking of all pertinent regulatory changes, i.e., OSHA, ANSI, NTSB.
- Lead the tracking and implementation of industry regulations (OSHA, DOT, AGA) across the utility. Manage safety manuals, compliance programs, and Safety IT systems, while overseeing centralized reporting, analytics, and benchmarking.
- Serve as the representative for outside organizations like the Edison Electric Institute (EEI) and active sub‑committees, including leading the implementation of the EEI Serious Injury Tracking model.
- Direct the development and application of Job Site Observations (JSOs), Field Quality Assessments, Job Hazard Analysis (JHA), PPE standards, and Industrial Hygiene protocols.
- Drive overall health and safety management to measurably improve utility‑wide safety performance and culture.
- Ensure precise safety incident data entry by Health & Safety Coordinators into the Corporate Safety Information Management System (AIMS) and oversee the accurate classification of incidents (First Aid, OSHA, Lost Time, SIF).
