Overview
Provides strategic leadership and oversight for operations across the Water Treatment Plant, Water Reclamation Facility, and Water Quality Services Group, ensuring optimal performance, regulatory compliance, and alignment between technical programs with organizational objectives. Leads the development and execution of strategies to maintain compliance with current water and wastewater regulations while proactively preparing for future requirements. Administers data‑driven process improvements, guides capital planning, and fosters innovation through close collaboration with internal teams and state regulatory agencies.

Essential Functions- Short‑Term & Long‑Range Planning:
Assists in developing and administering short‑term and long‑range plans, policies, and procedures based on the goals and objectives of the Utilities and City. - Regulatory Compliance Planning:
Develops and implements integrated planning and compliance strategies to address current and emerging state and federal water and wastewater regulations and legislation. - Capital Projects:
Manages capital improvement projects with a focus on regulatory compliance and process optimization, providing strategic oversight throughout planning, design, and implementation. - Compliance Management:
Ensures all water and wastewater activities and operations are carried out in compliance with local, state, and federal regulations and laws governing business operations. - Project Management & Oversight:
Acts as a project manager or key team member in the execution and management of multi‑million‑dollar Capital Improvement Projects. - Process Optimization:
Leads process optimization initiatives across water and wastewater treatment plants, distribution and collection systems. - Stakeholder
Collaboration:
Collaborates with key regional and state stakeholders to support regulatory compliance, resource planning, and regional coordination. - Emergency Preparedness:
Directs and oversees emergency preparedness planning, including development and execution of tabletop exercises. - Budgeting:
Provides budgetary oversight for the water and wastewater treatment facilities and the Water Quality Services Group. - Staffing & Resource Management:
Evaluates organizational staffing and resource needs across treatment facilities and the Water Quality Services Group. - Operations Management:
Accountable for overall performance outcomes of the water and wastewater treatment facilities and the Water Quality Services Group. - Water Resource
Collaboration:
Collaborates closely with Water Resources to implement source water protection policies. - Presentations:
Provides presentations to the Loveland Utilities Commission, City Council, stakeholders, and external groups on water and wastewater initiatives. - Collaborative Leadership:
Fosters a collaborative work environment across the water treatment plant, water reclamation facility, and water quality services group. - Directly oversees Water Treatment Plant Managers and the Water Quality Services Manager.
- Provides strategic leadership by planning, directing, and coordinating the work of assigned teams.
- Functions as advisor to department, sets goals and objectives for team members.
- Provides guidance, analyzes, and resolves department issues.
- Interprets policies and exercises independent judgment and decision making within department.
- Makes personnel decisions related to hiring, performance, or disciplinary actions.
- Collaborates with consultants and external experts to deliver projects on time and within budget.
- Assists the Water Utilities Division Manager and collaborates with other division engineers and staff on various technical activities.
- Responds to escalated customer concerns and ensures appropriate resolution of issues related to treatment and water quality.
