Position: General Manager - Great Miami Wastewater Authority

General Manager

The Great Miami Wastewater Authority (GMWA) seeks a General Manager to administer the Joint Venture between the Cities of Franklin, Carlisle, Germantown and Warren County. This Joint Venture provides cost effective, environmentally responsible, reliable wastewater treatment for the Cities and County.

About the Authority

The Great Miami Wastewater Authority is a regional sewer service provider for the Cities of Franklin, Carlisle, Germantown and the northwest portions of Warren County. Its mission is to provide cost effective, environmentally responsible, and reliable wastewater treatment services for its members. The Authority is a joint venture formed under ORC Section 715.02 and is governed by an Advisory Board consisting of public works directors and managers from each community.

The Advisory Board has complete authority over all aspects of the Franklin Regional Wastewater Treatment facility and provides direction to the General Manager.

Responsibilities
  • Executive Oversight: Reporting to the Advisory Board, the General Manager assists with oversight, planning, and administration of the Authority’s operations, oversees execution of special projects, meets with community officials, and performs related duties as required.
  • Business Management: Collects, compiles, analyzes, and processes all treatment plant, flow monitoring, expense, and revenue information necessary for monthly Board meetings. Utilizes data to create invoices, establish fees, and process payments for general operation of the Authority.
  • Contract Management: Oversees and manages contracts including the County’s treatment plant operation, the City’s fiscal management, biosolids land application, electrical power purchase agreements, and other miscellaneous agreements.
  • Budgeting & Planning: Serves as the fiscal officer, invests and manages funds, issues payments, invoices, receipts, manages bond payments, and assists with the development of the annual budget.
  • Capital Construction: Assists with planning and arranging financing for capital improvements, applying for Ohio Public Work Commission grants, E‑PWA low‑interest loans, developing bond sale proposals, and presentations to financial institutions.
  • Industrial Pretreatment: Manages the industrial pretreatment program, issues questionnaires, performs inspections, submits state reports, compiles test data, and enforces the program.
  • Monthly Meetings: Prepares agendas and meeting minutes for the Authority Board, prepares resolutions and purchase orders for execution.
  • Special Projects: Assists with implementation of special projects such as software implementation, asset management, capital improvements, security upgrades, and electrical utility energy purchases.
  • Public Interaction: Meets with and attends public meetings concerning sewer activities, resolves public complaints, and coordinates with architects, engineers, contractors, trustees, and municipal officials to resolve differences and reach agreement.
Qualifications
  • Bachelor’s degree in Business, Public Administration, Public Works Administration, Environmental Science, Civil or Sanitary Engineering, or a related discipline, or an equivalent combination of education and experience.
  • Experience in water and wastewater utility systems with prior management experience.
  • Valid Ohio driver’s license.
  • Full‑time, salaried position; hired as a contracted 1099 NEC employee.
