Environmental Assessment Services, LLC (EAS) is an established environmental services firm based in Richland, Washington. Founded in 2005, and a wholly owned subsidiary of Natives of Kodiak since 2015, EAS specializes in environmental site characterization and assessment, compliance and permitting, natural and cultural resource management, and planning, among other disciplines.

EAS is currently looking for a Cultural Resources Program Manager to provide strategic leadership to our cultural resource ’ s team s overseeing a variety of projects throughout the United States.

Typical Work Assignments Include:

The Cultural Resources Program Manager supervises and mentors archaeologists and project managers, provides technical review and QA/QC, and ensures consistency and quality across all deliverables. They additionally support contract oversight, maintain project timelines and budgets, guide project teams toward successful outcomes, and continue to build technical expertise to support the company’s expanding cultural resources portfolio. The role includes full project management for large, multi-year contracts-developing scopes and pricing, managing deliverables and budgets, overseeing staffing, and maintaining strong client relationships.

The Cultural Resources Program Manager is responsible for overseeing the cultural resources team through all phases of archaeological and cultural resources work, including field investigations, artifact analysis, compliance reporting, and coordination with SHPOs, Tribes, and federal agencies. They may be responsible for developing work plans, directing field crews, interpreting data, and overseeing the production of archaeological reports and NHPA compliance documentation.

Key Responsibilities
  • Manage and mentor a team of archaeologists and project managers.
  • Serve as a technical reviewer for the reports and deliverables.
  • Support business development, including proposals, and client engagement.
  • Maintain strong relationships with government and private sector clients.
  • Lead and manage cultural resources projects, including scope, budget, and timelines.
  • Oversee NHPA compliance efforts and related documentation.
  • Ensure projects meet quality, regulatory, and client expectations.
  • Other duties as assigned.
  • Fully remote with up to 25% travel
  • Fieldwork may be required (up to 12 days at a time)
  • Ability to work in strenuous outdoor conditions and varied terrain as needed.
Education/Certifications
  • Bachelor’s degree in Archaeology, Anthropology, or a closely related discipline
  • Meets all Secretary of the Interior’s Professional Qualification Standards for Archaeology and/or Architectural History
  • Registered Professional Archaeologist (RPA) or ability to become an RPA
  • Excellent technical writing skills
Required Qualifications
  • 10+ years environmental consulting experience (
    private industry
    )
  • Minimum 5+ years experience supervising staff
  • 5+ years experience preparing and developing proposals/pricing for competitive bids
  • Ability and willingness to participate/lead field work for up to 12 days at a time
  • Must be able to represent the company professionally and ethically in all business matters
  • Experience in development of competitive proposal efforts, including pricing surveys on a per-acre basis and analyzing risk
  • Direct experience working with government agencies including; USACE, NAVFAC, and other DOD agencies. Experience working with civilian agencies is also required.
  • Experience with National Environmental Policy Act (NEPA) reviews and providing documentation to aid in NEPA reports is desired but not required
  • Direct Project Management experience as a member of private industry
