Job Description
The Manager Subcontracts will be responsible for all aspects of the subcontract management lifecycle, including participation in the formulation of Request for Contract (RFC) response content, formulation and execution of specific sourcing strategies, and development of solicitation and subcontract language for purchase orders that meet program-specific requirements. They will also negotiate teaming agreements with suppliers and manage subcontract agreements throughout their lifecycle.
Responsibilitiesand Tasks
- Oversee the subcontract management team and ensure scope, deliverables, budget, and schedule commitments are met and that business-to-business relationships with major subcontractors remain strong.
- Support the Company’s staff retention and performance development initiatives.
- Lead proactive identification and resolution of issues impacting subcontract performance and business commitments across multifunctional program teams.
- Work closely with supply chain, program management, engineering, quality assurance, finance, and contracts to drive compliance with business policy, procedure, and Federal Acquisition Regulations.
- Develop sourcing strategy to support production requirements and supply‑chain supplier base development, focusing on key supplier relationships.
- Lead supplier source selection efforts required to support short‑term and long‑term business unit initiatives.
- Develop and write solicitations and subcontract language for purchase orders that meet program‑specific requirements.
- Prepare for and lead negotiations, and document subcontract files.
- Manage Supply Chain staff performance, integrating and communicating with programs, engineering, quality, and finance functional representatives.
- Develop and negotiate teaming agreements with suppliers.
- Develop plans and actions to ensure achievement of program, business unit, and subcontract goals; compliance with policies, procedures, and public law; and support attainment of process‑based leadership scorecard goals.
- Perform other related duties as assigned by supervisor.
- Proven background in managing subcontracted projects for direct materials and indirect services.
- Strong knowledge of subcontracting suppliers for specialized products.
- Experience with quality assurance systems and methods.
- Strong verbal and written communication skills.
- Awareness of the technical aspects associated with production of goods.
- Strong working knowledge of FAR/DFAR.
- Experience in aerospace, military, or similar industry.
- Demonstrated electronic/mechanical knowledge.
- Knowledge of fixed‑pricing agreements and vendor‑managed inventory.
- Bachelor’s degree required.
- 5‑10 years of functional (Subcontracts/Procurement) experience required.
- 5‑10 years of management experience required.
- 5‑10 years of industry experience required (Aerospace and Defense).
- 25‑40% travel, depending on home base location.
- Role is open to either full remote work or hybrid.
- Remote work will increase travel on the higher end.
- Hybrid role based in Roanoke, VA, will reduce travel to the lower end.
