Position Summary

The Financial Analysis Supervisor 2 leads and supervises the financial services, planning, and analysis function for UC Berkeley Extension to support excellent financial processes and data-driven decision-making. This position leads the development of budgets and forecasts and provides expert analytical and financial reporting support to senior leadership and academic and administrative directors. The Supervisor develops complex financial models for proposed academic programs, including programs conducted in partnership with campus academic departments.

Additionally, this position directs the team and organization to deliver high levels of employee engagement, including work satisfaction, performance, contributions, and commitments to the organization.

Responsibilities Supervision and Budgetary Oversight
  • Supervises activities associated with creating, maintaining and reporting on the operational budgets and budget processes, academic and staff budgeted FTE, the performance of financial planning (including problem definition, forecasting, data collection, development of alternative solutions), the performance of human resources FTE planning (position management, staffing forecasting, data collection), development of policy or action recommendations in the areas of budget, finance and human resource planning, and report preparation.
  • Supervises activities related to quarterly forecasts, multi-year projections, monthly close and fiscal close processes, instructor payroll, billing, and A/R functions.
  • Lead and supervise efforts to consolidate information from managers and other sources to develop department-wide budgets and forecasts.
  • Oversees and performs all supervisory responsibilities, including recruitment, training and coaching, employee development, conflict resolution, and performance management.
  • Assesses staff training needs in areas such as sound financial practices and business and financial systems.
Financial Modeling and Program Analysis
  • Develops or supervises the development of financial models for proposed academic programs, including programs with campus partners.
  • Leads or develops financial analysis, including breakeven, scenario, and sensitivity analysis.
  • Makes recommendations regarding the financial value and viability of proposals.
  • Works directly with CFO/CAO-level staff to manage program finances for partnerships with campus units, such as Global Access Programs and Concurrent Enrollment.
  • Leads or supervises the development and implementation of processes for financial execution, tracking, and reporting of such programs using assumptions in MOUs, agreements, and pro forma.
Personnel Management
  • Selects, develops, and evaluates finance personnel to ensure optimal team contributions and the efficient operation of the function.
  • Administers organizational policies that directly affect subordinate employees such as remote work guidelines/policies.
Internal Controls and Compliance
  • Ensures that the appropriate internal controls are addressed, maintained and strengthened to protect University resources.
  • Participates in internal or external audit activities as needed.
  • Leads/supervises Quarterly Key Controls variance analysis and reporting.
Presentations
  • Conducts presentations of financial or operational information concerning specific projects, such as program collaborations with partners involving revenue share.
Required Qualifications
  • Extensive knowledge of finance policies, practices, and systems, budgeting and reporting techniques, accounting, and bookkeeping.
  • Solid understanding of financial and resource planning concepts, as well as how to control organizational budgeting.
  • Ability to prepare and present materials to internal and external constituents.
  • Extensive knowledge of human resource policies, practices, and planning.
  • Demonstrated ability to effectively communicate both verbally and in writing.
  • Advanced skills in the use of spreadsheet and database software.
  • Demonstrated interpersonal skills and ability to work effectively across the organization at all levels.
  • Proven ability to deal with changing priorities and direct the work of others accordingly.
  • Ability to multitask.
  • Demonstrated ability to screen applications, interview candidates, and either make selection decisions or recommend individuals for hire.
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Client service-oriented; has strong listening, communication, critical thinking, and analytical skills.
Education / Training
  • Bachelor's degree in a related area and/or equivalent experience/training.
