Pinellas County Utilities is seeking a strategic, collaborative leader to serve as our next Strategic Objectives Manager.
Reporting directly to the Director of Utilities, this highly visible role partners with executive leadership to advance strategic priorities, strengthen organizational performance, enhance operational effectiveness, develop employees, and support the delivery of safe, reliable utility services to more than 700,000 residents and businesses.
As a key member of the Utilities leadership team, the Strategic Objectives Manager serves as a trusted advisor and provides executive oversight of strategic planning, performance management, safety operations, emergency preparedness and response, workforce development, internal communications, education and outreach, financial and budget management, contract administration, personnel and administrative operations, service programs, and organizational assessments.
Through this diverse portfolio, the Strategic Objectives Manager drives organizational readiness, workforce capability, operational resilience, continuous improvement, and measurable business results across the department.

What You'll Do
- Lead strategic initiatives that improve organizational effectiveness and service delivery.
- Experience leading complex operations, strategic initiatives, and organizational improvement efforts within a large or multifaceted organization.
- Demonstrated success leading and influencing cross-functional teams to address business challenges and achieve measurable results.
- Strong ability to navigate organizational complexity, drive performance improvement, and implement solutions that enhance operational effectiveness.
- Experience fostering employee engagement, developing high-performing teams, and building collaborative partnerships across the organization.
- Proven ability to translate strategic priorities into actionable plans, monitor outcomes, and drive continuous improvement.

- Experience leading complex projects, programs, or strategic initiatives within a large organization.
- Strong business acumen and the ability to navigate organizational complexity and competing priorities.
- Demonstrated success leading cross-functional teams and influencing outcomes without direct authority.
- Exceptional communication, presentation, and stakeholder engagement skills.
- Experience driving organizational change, process improvement, workforce development, or business transformation initiatives.
- The ability to build consensus, develop partnerships, and foster trust across all levels of an organization.
- A commitment to employee development, engagement, and continuous improvement.
- Valid Florida Driver License or ability to obtain one upon hire.
- Ability to work emergency or disaster response schedules as required and participation in emergency management operational readiness efforts in support of departmental and county needs.
