Overview
This full‑time, limited‑duration position will last through 6/30/28 and may become permanent. The Higher Education Coordinating Commission's Office of Student Access and Completion is seeking a Grants, Loans, and Program Manager 1 to lead programs that expand educational opportunity across Oregon. This position is headquartered at HECC's Salem Office and is not represented by a union. The successful candidate may be eligible for in‑state hybrid work.

You will be responsible for planning, organizing, and managing the programs, policies, and regulatory operations associated with OSAC‑administered scholarships. The role provides strategic leadership on applicable laws, rules, and internal processes, and oversees a team responsible for scholarship program administration. The position also carries fiscal oversight responsibilities, including establishing fiscal processes, developing budget forecasts, and ensuring accurate tracking and reconciliation of scholarship funds.
ProgramOversight and Direction
- Provides leadership and oversight for multiple distinct boutique grants and scholarships programs.
- Provides direct supervision to program staff.
- Oversees development and implementation of administrative rules, policies, and procedures.
- Evaluates business operations and systems to maximize efficiency and reduce risk.
- Provides authoritative direction on program content and service delivery.
- Manages policies for programs that require submittals from public and private partners.
- Aligns systems, conducts operational evaluations, and manages sensitive data.
- Works with institutional staff at the Oregon Community Foundation, other state agencies, public universities, community colleges, private institutions, and OSAC partners.
- Coordinates program reviews, reporting, policy, and compliance.
- Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor's degree in a related field.
- Experience managing complex programs with strong attention to detail.
- Demonstrated commitment to equity, inclusion, and fairness.
- Ability to use technical systems to support application processes and continuous process improvement.
- Understanding of higher education systems and student financial aid programs.
- Experience providing fiscal oversight and guidance.
- Ability to build and maintain effective relationships with partner agencies and donors.
- Experience supervising and coaching professional staff.
