Partner Services, Training, and Communications Manager (Business Operations Manager
1)

The Oregon Health Authority, Public Health Division, Center for Vital Statistics is currently accepting applications for the position of Partner Services, Training, and Communications Manager. This role involves providing oversight and leadership for the Partner Services, Training and Communications Program. As the Manager you provide oversight and direction to a unique program in the state – Partner Services, Training, and Communications – that is part of the Center for Health Statistics.

Responsibilities

Plan, organize, and manage the operations of the state’s vital records and statistics Partner Services, Training, and Communications program.

Direct and oversee activities related to engaging the state’s vital records and statistics partners to ensure the state has a strong vital records and statistics system. Activities include providing training, publishing monthly newsletters, maintaining the website, completing compliance reviews, and sharing information on all new laws, policies and procedures related to vital records.

Minimum Qualifications
  • Five years of lead work, supervision, or progressively related experience.
  • OR Two years of related experience and a bachelor’s degree in a related field.
Desired Attributes
  • Experience providing leadership to direct and evaluate program performance, prioritize responsibilities, supervise, and coordinate the activities of supervisory, professional, and administrative staff.
  • Experience with legislative processes at the state or national levels, specifically writing laws and administrative rules for implementation.
  • Experience in organizational or project management.
  • Experience developing and implementing process improvements.
  • Experience effectively communicating information verbally and written to customers and partners with varying levels of skills and expertise.
  • Experience preparing, editing and reviewing communication materials, training and official documentation.
  • Experience in establishing and monitoring performance metrics.
  • Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.

Work Arrangement

This is a Hybrid position. The position requires working in the office for the first six months. After that period, a request may be submitted for a hybrid schedule, allowing up to two days per week working from home and three days in the office.
