Position: Staff Technical Program Manager - Quantum Networking

Location

Bothell, WA or Vista, CA office, with optional remote work.
Travel: Up to 25% domestic travel for customer communications, proposal activities, production readiness, and delivery milestones.

The Role

An experienced Staff Technical Program Manager will lead complex, cross‑functional programs spanning the complete product lifecycle—from early technology development to end‑of‑life sun setting. The role involves program strategy, federal and commercial proposal support, NPI/NTI execution, financial management, and data‑driven decision making.

Responsibilities
  • End‑to‑End Program Execution:
    Lead the full technical lifecycle for quantum programs from R&D through production, delivery, and field sustainment.
  • Integrated Strategic Planning:
    Build and own the Integrated Master Schedule (IMS) and execution plans that synchronize engineering, supply chain, manufacturing, and quality requirements.
  • New Product & Tech Introduction (NPI/NTI):
    Drive transition of quantum technologies from prototype to production, ensuring manufacturing readiness and scalable handoffs.
  • Financial & Resource Stewardship:
    Manage programmatic financials, including labor/non‑labor forecasting, variance analysis, and Estimate at Completion (EAC).
  • Risk & Dependency Governance:
    Identify and mitigate technical, operational, and supply‑chain risks while managing cross‑functional dependencies and decision logs.
  • Executive & Stakeholder Communication:
    Translate complex program details into clear status updates, dashboards, and recommendations for executives and customers.
  • Operational Excellence & Mentorship:
    Establish scalable operating mechanisms for governance and mentor junior TPMs.
Requirements
  • Senior Technical Leadership & Life Cycle Ownership: 15+ years leading integrated hardware/software programs from R&D through high‑volume production and global deployment.
  • Strategic Financial & Operational Stewardship:
    Proven ability to manage programmatic financials, including EAC, labor/non‑labor forecasting, variance management, and authority to serve as a Control Account Manager.
  • Cross‑Functional & Executive Influence:
    Experience as a primary technical interface, synchronizing diverse teams and communicating program health to executives and customers.
Preferred Qualifications
  • Advanced Technical Foundation:
    Advanced degree in a technical or business discipline.
  • Deep Domain Expertise:
    Experience in high‑complexity sectors such as quantum computing, aerospace, defense, semiconductors, or secure communications.
  • Public Sector Navigational

    Skills:

    Managing programs within federal, DoD, DOE, or national laboratory environments.
  • Lifecycle Transition Mastery:
    Expertise in guiding systems from prototype to production, including production line setup and supply‑chain synchronization.
  • Data‑Driven Financial Modeling:
    Ability to develop sophisticated financial models, revenue forecasts, and capacity plans.
  • Professional Certification & Methodology: PMP, PgMP, Six Sigma, or Agile credentials.
  • Advanced Tool Proficiency:
    Power‑user skills in Jira/Confluence, Git Hub, SAP/Oracle, Tableau, PowerBI.
  • Organizational Scaling:
    Built scalable TPM processes from scratch.
  • Strategic Technology Sunset:
    Managed full product tail, end‑of‑life transitions, and replacement planning.
Compensation & Benefits

Base salary: $145,920 – $191,047. Total compensation includes base, bonus, equity, and benefit options.
