Operations Manager, Program / Project Manager

This position manages the District's Right-of-Way Unit by leading property acquisition, negotiations, and coordination needed for essential transportation projects. Through your work, you will support project success by supervising staff, reviewing claims, and ensuring all work follows state and federal requirements. As a Right Of Way Administrator 3, you will perform the following duties:
- Staff Leadership: Direct technical and clerical staff responsible for property acquisition and utility relocation efforts
- Project Coordination: Work with design, construction, and maintenance teams to keep projects on schedule
- Claim Oversight: Review appraisals, negotiations, and settlements to ensure accuracy and compliance
- Process Management: Develop and maintain procedures for documenting right-of-way actions and violations
- Interagency Communication: Collaborate with legal teams, municipalities, and federal agencies on property matters
- Program Administration: Oversee sign permits, junkyard licenses, and property inventory requirements

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- This position may be eligible for alternate work schedule (AWS).
- Telework: You may have the opportunity to work from home (telework) part-time, up to 50% of the work schedule, and after successful completion of the probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Allentown.
The ability to telework is subject to change at any time. Additional details may be provided during the interview. - Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $88,235.00 (before taxes).
Minimum Experience and Training Requirements:
- One year as a Right-of-Way Administrator 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration) or
- Seven years of progressively responsible technical experience in real estate work, including three years in a supervisory capacity; and an associate degree, or satisfactory completion of two years of college or
- Six years of progressively responsible technical experience in real estate work, including three years in a supervisory capacity; and a bachelor's degree or
- Any equivalent combination of experience and training.
Other Requirements:
- This particular position also requires a valid drivers license.
