Pay Range: $145,000 – $165,000
The base salary range for this position is $145,000 – $165,000 per year for employees hired in the Central Valley, CA. The pay range provided in this posting represents the typical range for candidates hired within the Central Valley region. Candidates hired in Southern California or Bay Area locations may have higher starting salaries due to cost of living and market data differences.

Reporting to the Chief Program Officer, the Division Director provides strategic and operational leadership for a large-scale portfolio of IHBS programs across California. The role is responsible for program excellence, fiscal stewardship, regulatory compliance, and measurable outcomes while driving innovation, expansion, and continuous quality improvement. The Division Director develops high-performing leadership teams, strengthens community partnerships, and serves as a key member of Aspiranet’s senior leadership team.
Scopeof Leadership
- Programs operating across 8 California counties
- Oversight of approximately 250 full-time equivalent staff
- Management of a $30M annual operating budget
Strategic Leadership
- Set vision and direction for the IHBS Division aligned with organizational priorities
- Lead program development, expansion, innovation, and continuous improvement initiatives
- Identify and pursue growth opportunities through RFPs, RFQs, grants, partnerships, and funding opportunities
- Represent Aspiranet with county behavioral health agencies, state agencies, funders, and community stakeholders
- Champion innovative, family-centered practices that improve outcomes for youth and families
Program Operations & Fiscal Oversight
- Ensure achievement of contractual goals, performance outcomes, and quality standards
- Oversee divisional budgets, financial planning, and long-term sustainability
- Ensure compliance with licensing, accreditation, contractual, and regulatory requirements
- Monitor operational and performance data to drive strategic decision-making
- Partner with county and community stakeholders to strengthen service delivery systems and responsiveness to community needs
Leadership & Talent Development
- Supervise, mentor, and develop Program Directors and division leadership teams
- Build leadership capacity and organizational strength across the division
- Lead recruitment, onboarding, succession planning, performance management, and professional development efforts
- Foster a culture of accountability, collaboration, inclusion, and continuous learning
- Promote employee engagement, retention, and leadership development opportunities
Quality & Outcomes
- Lead division-wide quality improvement initiatives that promote service excellence and positive outcomes
- Ensure fidelity to Wraparound principles, family voice and choice, strengths-based planning, and evidence-informed practices
- Utilize performance metrics, audits, evaluations, and outcome data to drive improvement strategies
- Implement corrective actions and process improvements as needed
- Strengthen service effectiveness, client satisfaction, and overall program impact
Organizational Leadership
- Serve as a member of Aspiranet’s senior leadership team
- Collaborate with executive and cross-functional leaders to align programmatic, operational, fiscal, and human resource strategies
- Support agency-wide initiatives, organizational change efforts, and strategic priorities
- Model Aspiranet’s values, leadership principles, and commitment to excellence
- Master’s degree from an accredited college or university in a discipline approved by applicable funding, contracting, or licensing agencies preferred
