Job Description

This position serves as the administrative manager of the Our Strong Start Unit, leading statewide strategies to expand Michigan's licensed child care provider network by reducing barriers to licensure, improving access in high-need areas, and strengthening the provider onboarding experience. The role provides initial business sustainability support to promote long-term provider retention, focusing on financial viability, operational efficiency, and reducing administrative burdens.
The manager oversees program operations, including design, implementation, evaluation, continuous improvement, and policy development, while also building and maintaining key stakeholder partnerships and supporting division and bureau leadership on special projects. This position supervises the work of Our Strong Start Navigators and Departmental Technicians to ensure alignment with licensing requirements and efficient, accurate processing. Additionally, the manager leads efforts to streamline licensing processes, address system gaps, improve cross-functional coordination, and ensure high-quality data and analysis to inform program improvements and evidence-based decision-making.
Education and Experience
This position generally requires possession of a bachelor's degree in any major and four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.
