Job Summary

Responsible for performing complex (journey-level) grant coordination, technical assistance and administration work. Work involves preparing, maintaining, and reviewing compliance of sub‑grants; coordinating and evaluating grant applications to determine appropriateness and compliance with requirements and standards; and serving as a liaison between funding sources and the local entities. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Functions
  • Serve as a daily, hands‑on, sought‑after programmatic manager for client stakeholders.
  • Provide clients with FEMA PA policy expertise, guiding them through administrative and policy challenges and helping drive overall FEMA PA project strategy and client decision‑making.
  • Listen to client needs and establish strategic and tactical goals and delivery in a timely and cost‑efficient manner.
  • Coordinate individual program teams and/or overall recovery client engagements from both an operational and administrative perspective.
  • Identify and implement process improvement opportunities to increase overall team and project productivity and efficiency.
  • Ensure compliance with procurement principles, laws, rules, and regulations as outlined by the Federal Government including OMB circulars, CFR, etc.
  • Heavily integrate with clients to support their comprehensive recovery efforts across several multi‑billion dollar, long‑term and short‑term disaster recovery projects simultaneously.
  • Perform project validation reviews and address any inconsistencies, special considerations, and compliance issues with management.
  • Identify potential impacts or implications of policy changes to Federal/State/local programs and provide briefings as required.
  • Review supporting documentation for the assigned sub‑awards to ensure that each subrecipient receives appropriate reimbursements.
  • Perform other duties as assigned.
Position Requirements
  • Minimum of a bachelor’s degree and U.S. citizenship.
  • Must successfully complete a background check including criminal and motor‑vehicle reports.
  • A minimum of three (3) to five (5) years of experience in the FEMA PA Program.
  • A strong policy background in the FEMA PA Program, including a comprehensive understanding of Title 2 of the Code of Federal Regulations (CFR) Section 200 and post‑obligation grant management activities and compliance requirements.
  • A consistently held reputation in the disaster recovery management field with a proven track record of delivering on complex projects and managing risk.
  • Strong verbal communication skills, including the ability to present verbally to high‑level stakeholders with extreme patience and composure.
  • Outstanding written communication skills, including the ability to create nuanced, policy‑complex recommendation documents and defensible FEMA policy guidance.
  • High proficiency in Microsoft Excel and other Microsoft Office products.
  • Experience managing projects of various sizes, including developing federal grants, project plans, and creating and managing project budgets.
  • Past experience and deployment on disaster recovery missions for private or public sector including local, state and federal agencies.

Office environment:
When deployed, work in an open office environment subject to frequent interruptions and distractions, or in field conditions, including Joint Field Office following a disaster.

Off‑site:
Home office conditions.

Ability to deploy from the normal duty station for extended periods in the aftermath of a disaster and to work extended hours, including evenings and weekends.

Must be able to work in inclement weather, traverse uneven terrain, stand in standing water, and move into and around damaged structures to conduct damage assessments or move around construction or debris removal sites when conducting project audits.

Driving requirements for this position: moderate.
