Program Supervisor - DBE & SBE

Montana Department of Transportation (MDT) is recruiting for a Program Supervisor – DBE & SBE. This position is responsible for the ongoing development and administration of multiple Civil Rights programs, including the Disadvantaged Business Enterprise (DBE) Program, the Small Business Enterprise (SBE) Program, and DBE/SBE Supportive Services. It monitors and reports compliance with applicable standards and requirements. The role includes occasional travel around the state to program sites, conferences, and trainings, as well as occasional out‑of‑state travel.

The position reports to the OCR Bureau Chief and supervises four employees.

• Bachelor’s degree in Public Administration, Business Administration, Communication, Education, Social Sciences, or a closely related field.
• 3 years of experience in program management, reporting and analysis, and general accounting practices.
• 2 years of supervisory or team lead experience.

Alternative combinations of related experience and education may be considered. For example, 7 years of related experience and 2 years of supervisory or team lead experience.

• Strong interpersonal and communication skills, both verbally and in writing.
• Experience in building relationships with individuals from a variety of backgrounds and cultures as well as internal and external agency contacts.
• Ability to analyze and evaluate information to develop policies and/or guides.
• Knowledge of concepts and theories of program planning and administration, specifically for federally funded programs.
• Proficient in Excel.

The advertised salary includes the 2.5% increase passed by the 2025 MT State Legislature regarding the state pay plan effective July 1, 2026.
