What You’ll Do
Program Supervisors manage the daily operation and supervision of staff to ensure smooth program operation and service to county residents and underserved communities. Supervisors are central in the hiring and training of entry‑level and advanced program staff positions, and plan, design, evaluate, and direct the implementation of new and existing programs within their unit and the department.
The Household with Children unit is seeking a dedicated Program Supervisor to lead staff in administering the MFIP, SNAP, and CCAP programs that support families in our community.
Responsibilities- Demonstrate a commitment to increase cultural diversity countywide and actively support the County's diversity initiatives.
- Supervise entry‑level and advanced program staff to ensure comprehensive service delivery to county residents.
- Manage daily unit operations and coordinate with other units and departments.
- Plan, design, and direct the implementation of new and existing programs, processes, and initiatives.
- Analyze and interpret legislation, rules, and statutes to develop policy.
- Develop job descriptions and set performance measures for staff.
- Initiate and complete the hiring of staff and manage personnel issues.
- Perform special projects as assigned.
- Represent the agency in administrative‑type settings, internal and external work groups, and advisory committees.
- Manage contracted services and oversee the provision of services related to contractual agreements and governing entities.
- Prepare and deliver community education programs.
- Bachelor’s degree AND two years of related program experience in a Government Public Assistance Agency, Child Support Agency, or Employment Services Program agency; or
- A combination of education and six years of related program experience in a Government Public Assistance Agency, Child Support Agency, or Employment Services Program agency.
- At least two years of the required program experience must have occurred in the past five years in Minnesota.
- Experience as a Lead Worker, Program Trainer, Supervisor, or Manager.
- Direct work experience in Public Assistance programs.
- Understanding and respect for the diversity of customers, staff, and co‑workers.
- Creates a respectful workplace that promotes equity and addresses the needs of diverse and underserved communities.
- Knowledge of public assistance program eligibility and processes.
- Knowledge of community resources and other related programs including employment services.
- Knowledge of relationships of the agency to other agencies and governing entities.
- Ability to work effectively with the public, department, and county associates in a professional manner.
- Assist staff with client case identification, resource referral, and conflict diffusion.
- Assess complex life situations and make related decisions and recommendations.
- Work under stress and use discretion in decision‑making with significant impacts.
- Assess clients’ social, economic, emotional, and health needs.
- Direct staff who advise people in crisis and make decisions leading to crisis resolution.
- Lead and support staff balancing job expectations with individual work and home life situations.
- Working knowledge of computer software and information systems.
- High level of analytical and problem‑solving skills.
- Analyze and interpret rules, legislation, and regulations with respect to content and impact.
- Organize work efficiently and effectively.
- Communicate effectively both orally and in writing.
- Work independently and as a team member.
- Prioritize work within the agency according to client and agency needs.
- Conduct research, analyze, and coordinate work.
- Prepare clear, concise, and accurate summaries and evaluations.
- Plan, supervise, motivate, and evaluate the work of others.
- Handle staff conflict and personnel issues in sensitive situations.
- Oversee the development, coordination, and implementation of large projects.
- Prepare and deliver presentations utilizing advanced public‑speaking skills.
- Read and comprehend information at a post‑graduate level.

This is a hybrid position that offers a mix of telework and in‑person work at the Northern Service Center in West St. Paul, MN. The work schedule is Monday through Friday, 8:00 a.m. to 4:30 p.m.
Work EnvironmentWork is performed in a County office building and home office hybrid model. The work is primarily sedentary and requires extensive use of a computer. Employees may need to lift up to twenty pounds on an occasional basis.
