SAFE Project Manager (Electronic Business Project Manager)

The Utah Division of Child & Family Services (DCFS) is looking to fill a SAFE Project Manager (Electronic Business Project Manager) with the DCFS State Office in Salt Lake City.

This position may be eligible to work a hybrid schedule of both in-office and telework days. A position’s eligibility for hybrid work is established by agency management and is subject to change at their discretion at any time and for any reason.

The State of Utah requires all employees to physically work inside the State of Utah Boundaries.

The SAFE Project Manager oversees the development and operations of Utah’s Comprehensive Child Welfare Information System (CCWIS) known as SAFE, which provides the necessary capability and reliability for caseworkers, supervisors, and administrators to effectively document and review case-management activities. The SAFE Project Manager also ensures federal CCWIS requirements are met to maintain funding, including federal reporting requirements, CCWIS standards, state statute and rule.

In cooperation with DCFS administration and the Department of Technology Services staff, the SAFE Project Manager helps determine how agency rules, practices, and requirements will be implemented and managed in SAFE and other IT systems. They supervise staff that perform analyses related to the design of the information system as well as operational support.

Key Responsibilities
  • Managing Utah’s Comprehensive Child Welfare Information System(SAFE).
  • Providing overall business project direction to include approved scope, schedule and budget.
  • Coordinating with internal and external organizations and entities; reviewing work to ensure the system meets operational requirements.
  • Coordinating and working closely with technical and business team leaders and management.
  • Ensuring project(s) is within approved scope, schedule, budget, standard and quality parameters.
  • Negotiating with DTS for needed technical resources.
  • Evaluating recommendations from technical lead in determining the priority of phases/modules to be developed.
  • Planning and preparing status reports to management and to Federal oversight agencies.
  • Reviewing the detailed work plan (i.e. Project GANTT chart, including task assignments of technical and business team members by person and tracks/records actual vs. planned project progress) that links scope/budget/cost/modules, throughout the life of the project.
  • Referring progress constraint issues and standards exceptions, scope and resource adjustments to appropriate agency management, project leads, committees, etc., and DTS management as needed.
  • Coordinating and providing for the final approval (sign off) for requirements, scope, deliverables and specifications; phase/module development completions; user acceptance testing, test cases, and plan; project implementation plan, and project completion, e.g. compilation and maintenance of project repository.
  • Supervising subordinate staff.
  • Liaison with other DHHS offices and agencies to meet the electronic business needs of the agency.
Qualifications
  • Demonstrated leadership skills and work history with increasing responsibility.
  • Experienced with IT architectural design, with in-depth knowledge of relevant IT systems.
  • Demonstrated proficiency with IT programs (.Net, SQL, AWS Suite, etc.)
  • Understanding of the State of Utah budget management system.
  • Holds a PMP certification, and/or has proven functional knowledge of the concepts and practices of project management.
  • At least 5 years of child welfare experience, with solid understanding of agency policy and practices, federal reporting and DCFS IT needs.
