Position Summary
The Analyst IV (Budget Manager) for the Public Safety Service Area is responsible for aligning public safety resources and systems to improve services and outcomes for the community. This role leads the budget development and financial analysis for the Portland Police Bureau, Portland Fire & Rescue, Portland Bureau of Emergency Management, the Bureau of Emergency Communications, and the Office of the DCA of Public Safety.
The Budget Manager oversees a team of Financial Analysts and collaborates with bureau directors, division managers, and the City Budget Office to provide accurate financial analyses, support strategic planning, and ensure program goals are met.
- Lead and supervise a team of analysts serving the Public Safety bureaus; develop goals, evaluate performance, provide feedback, and recommend disciplinary measures when necessary.
- Coordinate the annual budget development cycle for the service area, ensuring completion of tasks by deadlines that advance city goals.
- Analyze and prepare reports comparing bureau budgets to actual revenue and expense activity; project future activity and provide policy recommendations based on organizational goals, risks, and opportunities.
- Present and communicate information about finances, programs, performance, and strategy to bureau and city leadership, making complex financial information clear and accessible for decision‑making.
- Establish and maintain effective working relationships with bureau directors, staff, other governmental agencies, the public, and stakeholders encountered in the course of work.
- Identify opportunities for improving financial systems, processes, and tools to enhance efficiency and accuracy in budget management and analysis.
- Engage in strategic planning activities, contributing financial insights that support long‑term goals and initiatives for the Public Safety Service Area.

- Language Pay Premium Eligible – qualification for the Language Pay Differential may apply to eligible employees.
- Remote work days remain an option to accommodate travel or focus on major work projects; all manager positions will be expected to report to their worksite full time beginning April 2025.
- Experience using SAP.
- Experience supervising a budget/finance team.
