Job Summary

Under the general direction of the Wastewater and Laboratory Assistant Manager, this position is responsible for planning, directing, and supervising the City’s wastewater treatment and sludge disposal operations to ensure compliance with state and federal requirements.

To be successful in this role, the leader will be required to demonstrate a high level of both soft skills and character traits including emotional intelligence, conflict management skills, uncompromising integrity, clear and timely communication, accountability, adaptability, and resiliency.

ESSENTIAL DUTIES

Effectively lead employees towards fulfilling the City’s vision, mission, goals, and tenets (People – Quality – Image) by providing an inclusive work environment that fosters psychological safety, employee development, open communication, departmental cooperation, teamwork, and constructively resolves conflicts.

Provide leadership and exceptional service to others by dealing skillfully and honestly, recognizing and rewarding outstanding job performance, and supporting and mentoring staff to continuously improve teamwork and service delivery.

Plan, organize, direct, and evaluate the work of department employees to ensure the proper operation and maintenance of wastewater equipment, treatment processes and facilities to ensure regulatory compliance.

Provide support with developing policies, procedures, and ongoing training programs to ensure the safety, security and proper operation of the wastewater treatment plant processes and facilities.

Develop work plans that ensure employees properly monitor, operate, and maintain wastewater and sludge processes, facilities, and equipment to ensure compliance with applicable permits/regulations.

Responsible for the implementation of plant optimization measures to ensure responsible stewardship of city resources, quality use of employee’s time, and consistent regulatory compliance.

Approve bi-weekly payroll, conduct performance evaluations, proactively counsel employees to enhance performance, and recommend staff improvements and disciplinary actions to management.

Provide support with the recruitment and selection of wastewater employees.

Provide input for developing department budgets and manage purchasing activities.

Provide support with planning, design and construction phase activities for capital improvement projects, including wastewater treatment plant expansions, rehabilitations, and asset management activities.

Coordinate project activities with other City departments, engineers, outside contractors, and regulatory agencies.

Provide ongoing status reports to the Wastewater and Laboratory Assistant Manager on department activities, capital improvement/contract projects, any major shift in policies or procedures and the compliance status of the wastewater treatment plant.

Prepare ongoing monthly data summaries for the TCEQ NetDMR system and provide support with entering compliance data into the US EPA and TCEQ electronic reporting sites.

Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

  • Principles of supervision, training and development, and effective change management.
  • Principles and practices of effective employee relations.
  • Conventional wastewater treatment and sludge handling/disposal processes.
  • Advanced M  wastewater treatment processes.
  • US EPA and TCEQ regulatory requirements for wastewater treatment plants.
  • Operation and maintenance of equipment commonly found in a wastewater treatment plant.
  • EPA approved wastewater procedures, including field testing, sample collection, preservation, and chain of custody documentation.
  • Laboratory and field equipment and testing practices used for process control and compliance samples.
  • Safe work practices and risk management associated with wastewater treatment plant operations.
  • Fundamental wastewater utility calculations.
  • SCADA, process control systems, and electrical system components.
  • Computers and software that operates in database environment and Microsoft Office applications.
