Position: Senior Manager, Disaster Management - (Remote Colorado)

Position Summary

ICF’s Disaster Management Division is seeking a Senior Manager, Disaster Management for Disaster Recovery programs and projects. The position is 100% remote in Colorado, with expected travel and deployments. The role requires in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant Disaster Recovery (CDBG‑DR) program and other disaster response and sheltering programs. The Senior Manager will work alongside Project Managers, subject‑matter experts, and junior staff to develop and implement policies and procedures for post‑disaster recovery housing efforts, including supporting infrastructure, economic revitalization, and public services.

Key Responsibilities
  • Assist the V.P. and leadership in providing overall leadership to teams assisting and implementing post‑disaster recovery efforts.
  • Schedule and assign staff; allocate resources, assess risk, and manage risk.
  • Coordinate project components to ensure on‑time delivery and compliance with program policies.
  • Ensure task deadlines are understood and achieved, and keep all parties informed of progress and outstanding issues.
  • Oversee and manage subcontractors, validate progress and quality, track and confirm noted items, and communicate results.
  • Assist project leadership and staff with client requests by providing data, reports, and other required information, ensuring quality control of all information provided.
  • Follow tight and changing deadlines while maintaining high quality.
  • Serve as capture lead for assigned business development opportunities and represent ICF in current and potential client meetings.
  • Serve as technical and proposal lead.
Minimum Qualifications
  • Bachelor’s degree.
  • 8+ years of combined program and project management experience.
  • 5+ years of in‑depth experience with the CDBG‑DR program.
  • 2+ years of experience project managing a successful high‑volume housing recovery program.
  • 1+ year of experience working directly with FEMA’s Individual Assistance Program.
  • Ability and willingness to travel (flight and vehicle) for program needs as directed.
  • Must have a valid U.S. driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
Preferred Skills/Experience
  • In‑depth understanding of FEMA’s Support to Evacuees and Survivors in Non‑Congregate Sheltering Planning and Implementation Guide (October 2020) and other current NCS policies.
  • Experience overseeing or inspecting construction contractors and subcontractors, negotiating change orders, and achieving high‑quality finished construction.
  • Experience monitoring federally funded programs.
  • Highly experienced, intermediate to advanced proficiency in MS Office and related computer programs.
  • 15+ years in disaster recovery, including federal, state, and local government.
  • Certification as a Project Management Professional (PMP).

Additional Information

Compensation:
Base salary range $110,000 to $150,000, based on job description match and location. Higher education and experience will not alter this range. Pay range for full‑time employment is $ to $ for Colorado Remote Office (CO99).

Travel:
Able and willing to travel (flight and vehicle) as directed.
