Overview

The Innovation and Operations Director provides strategic leadership for enterprise technology, organizational modernization, and administrative operations within DEC's Administration and Innovation Division. This position integrates digital transformation, technology governance, data modernization, and operational improvement to strengthen organizational effectiveness, improve customer experience, and support DEC's mission.

The position oversees a diverse portfolio including enterprise technology initiatives, digital services, business intelligence, data governance, quality management, process improvement, and administrative operations. Responsibilities also include coordination of human resources, facilities and fleet management, business continuity, onboarding, and other Department-wide services. The Director advances modernization by strengthening governance, improving business processes and data practices, supporting enterprise solutions, and promoting responsible technology adoption and continuous improvement.

The Innovation and Operations Director supervises professional and technical staff, establishes strategic priorities and work plans, supports employee development, and fosters a collaborative, service-oriented culture. The position represents DEC in Department-, Agency-, statewide-, and federal-level technology, governance, administrative, and modernization initiatives.

A Certified Project Management Professional (PMP) or equivalent project management certification is preferred.

Minimum Qualifications

Master's degree in accounting, business or public administration, office administration or a related field AND one (1) year or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Bachelor's degree in accounting, business or public administration, office administration or a related field AND three (3) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Bachelor's degree AND five (5) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Two years of full-time college coursework or associate's degree AND seven (7) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
