Job Summary:
In accordance with the procurement authority delegated by the State Procurement Administrator (SPOA), and the Arizona Procurement Code, this position oversees and directs procurement operations. The Procurement Supervisor provides guidance and oversight to the Procurement Technician, coordinates with the Department Legal team on contract negotiations, oversees scope of work and specifications development, prepares and administers Requests for Proposal (RFP), Invitations for Bid (IFB), Requests for Quote (RFQ), and Requests for Grant Applications (RFGA).
Provides oversight and guidance in all procurement processes.
This position may offer the ability to work remotely within Arizona based on the department's business needs and a continual meeting of expected performance measures.
A minimum of two days on-site at the ADWR officeper weekis required. Additionally, the position will be required to work on-site Monday through Friday for the first two months of employment.

Job Duties:
Job Duties andResponsibilities include:
- Provides timely, courteous, and high-quality customer service to members of the public, vendors, external State agencies, Department staff, and other customers while assuring compliance with all statutes, rules, regulations, policies, and procedures regarding the procurement code.
- Provides direct supervision, oversight, and guidance to direct reports regarding development and issuing formal and informal solicitations, evaluation of proposals, and negotiations. Recommends contracts for award; reviews and executes direct contracts; reviews IGAs and ISAs; interprets contract terms and conditions. Coordinates with the Department's Legal team on contracts with vendors.
- Answers internal procurement questions and performs procurement projects, research, reports, and contract negotiations. As needed, provides guidance and training to internal customers on procurement procedures. Answers questions and help internal customers through the contracting process; explains and ensures compliance with the Arizona Procurement Code, SPO guidelines, and best practices.
- Provides training and mentoring to direct reports; and identifies areas for improvement and implements recommendations for a more effective organization. Coordinates with Accounts Payable to ensure a smooth process from purchase request to final paid invoice.
- Functions as a liaison with the State Procurement Office (SPO) and other agency procurement offices and serves as the agency’s primary procurement contact. Assists Department staff in coordinating product search and vendor selection, including contacting vendors to obtain quotations, in order to ensure compliance with State Procurement Code. Contacts vendors directly and assist in any disputes regarding ordering and receiving of products or payments.
- Track and analyze procurement data, including processing time, utilizing APP and internal resources. Use the data to analyze trends, prepare scheduled and on-demand reports, and take ownership of metrics that are reported to the Finance Assistant Director.
