Job Summary
The DHCF DCAS Senior Project Manager serves as the PMO Lead for the DC Access System (DCAS) Program Management Office, providing senior-level oversight to ensure consistent execution and governance across the full Software Development Life Cycle (SDLC). This role demands a highly organized, process-driven leader with expertise in SDLC practices, project governance, vendor management, and cross-agency collaboration. The position requires onsite presence three days a week and involves managing a portfolio of technical projects to ensure quality, compliance, and alignment with agency policies.
Responsibilities- Establish, maintain, and enforce PMO processes, procedures, templates, and governance structures.
- Oversee project portfolio management, proactively managing timelines, risks, dependencies, and resources.
- Provide direction, coaching, and quality review of project managers' deliverables and documentation.
- Serve as the primary escalation point for project risks, issues, and stakeholder concerns.
- Lead project intake, prioritization, and reporting cadence, including portfolio dashboards and leadership updates.
- Drive consistent communication across vendors, partner agencies, and internal teams.
- Monitor compliance with federal, agency, and organizational policies.
- Ensure vendors meet deliverables, timelines, and quality expectations.
- Support change management and continuous improvement initiatives within the PMO.
- Develop and maintain SDLC playbooks, workflows, checklists, and RACI charts.
- Implement and oversee repeatable project intake, prioritization, and tracking processes using tools such as Smartsheet, JIRA, and SharePoint.
- Manage vendor and stakeholder relationships to maintain alignment and accountability.
- Establish consistent meeting and reporting rhythms to keep leadership informed.
- Ensure quality control and accountability for all project artifacts and documentation.
- Lead efforts to enhance PMO efficiency, transparency, and stakeholder satisfaction.
- 10+ years of progressive project/program management experience in complex technical environments.
- Deep knowledge of SDLC methodologies, system integrations, and public sector or eligibility systems preferred.
- Strong experience with project management tools including Smartsheet, JIRA, and SharePoint.
- Proven ability to enforce processes and maintain structure across multiple teams.
- Demonstrated leadership and mentoring skills for project managers and cross-functional teams.
- Strong decision-making, conflict resolution, and escalation management capabilities.
- Experience coordinating multi-vendor teams and holding them accountable.
- PMP Certification required or must be obtained within one year of hire.
- Bachelor's degree in IT or related field or equivalent experience.
- Extremely organized, detail-oriented, proactive, and anticipatory in managing risks and gaps.
- Experience in healthcare settings such as hospitals or health systems.
- Progressive operational leadership or consultative experience.
- Strong analytical, quantitative, and problem-solving skills.
- Experience managing people, performance, and change management practices for medium to large teams.
- Track record of delivering high-value client-facing software projects spanning multiple teams and customers.
- Experience with program development involving clinical evidence synthesis, process flow analysis, and end-user relations.
- Position requires onsite presence three days per week.
- Remote work allowed with 4-6 required trips to Washington, DC (no expenses reimbursed).
- Absences greater than two weeks require prior approval and contact information for reachability.
- Strict compliance with agency and federal policies is mandatory.
- Vendor and project team accountability is enforced rigorously.
- Work schedule includes onsite presence three days a week.
- Contract period from May 26, 2026, through September 30, 2026.
- Remote work permitted with occasional travel requirements.
