This position leads Capital Program operations by guiding planning, design, procurement, and construction activities across the agency. It ensures strong leadership, clear communication, and effective coordination for major statewide projects. As the Deputy Secretary for Capital Programs, you will perform the following duties:

• Design Oversight:
  Provide leadership to project design teams to ensure compliance with codes, goals, and requirements
• Planning Direction:
  Set priorities for capital planning, procurement, contracts, and project delivery methods
• Construction Management:
  Oversee construction activities to ensure safety, quality, budget control, and schedule adherence
• Workplace Operations:
  Guide modernization and space planning efforts to support workforce needs
• Strategic Planning:
  Develop long-range capital strategies aligned with agency and statewide goals
• Budget Leadership:
  Oversee capital budgets and ensure responsible financial stewardship

• Travel is required
• Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
• This is an executive-level position that requires consistent availability to support high-priority needs and ensure continuity of operations.
• Telework:
  You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

• Bachelor's degree in engineering, architecture, construction management, business administration, public administration, or a closely related field; and ten (10) years of progressively responsible executive or senior management experience directing large-scale capital programs, public infrastructure projects, facilities management, construction, engineering, or related operations, including at least five (5) years supervising senior managers or multiple organizational units; or
• An equivalent combination of education and experience that demonstrates the required knowledge, skills, and abilities.

• You must have at least five years of executive-level experience providing strategic oversight for a geographically diverse capital program consisting of multiple high-profile, complex public infrastructure or facilities projects.
• You must have at least five years of experience serving as the executive accountable for the successful delivery of capital projects that received significant attention from executive leadership, elected officials, the media, or the public.
• You must have at least five years of experience directing multiple executive leaders or organizational divisions responsible for capital planning, design, procurement, construction, and facilities operations.
• You must have at least five years of experience advising Cabinet officials, agency heads, Governors, or other senior executive leadership on capital investment priorities, project risks, and policy decisions.
• You must have at least five years of experience leading large-scale capital programs with responsibility for strategic planning, governance, fiscal stewardship, stakeholder management, and organizational performance across a geographically diverse portfolio.
