About this position:
This position exists to manage the day-to-day operations of the ABA Clinic licensing teams under the Provider Development Unit and serves as the senior authority for appeal submissions as it relates to licensed providers in the state of Colorado. This position oversees two teams of licensing specialists as well as compliance coordinators tasked with licensing and overseeing daily operations of all of the 24-hour child care facilities, agencies, and ABA clinics in the state of Colorado.
This position acts as the senior authority over ABA Clinic licensing processes and collaborates with providers, counties, other Departments, and the public around licensing and adoption rules, regulations, policies, and practices. This position supervises two Social Services Vs - both ABA Clinic licensing supervisors within the unit. This position will be home-based, and travel will be required. This position is designated as remote and is 100% home-based.
Summary of
Job Duties:
Program Administration and Strategic Planning
As an administrator in the Provider Development Unit, this position is responsible for administering and running the ABA Clinic licensing teams and all processes associated with both teams. This position manages two teams of licensing specialists, compliance coordinators, and their supervisors and is responsible for the creation and management of systems to operationalize ABA Clinic licensing requirements, including helping staff complete program objectives.
This position oversees two supervisors, both of whom have teams of licensing specialists and compliance coordinators each. This administrator role is responsible for the development of ABA Clinic licensing standards of practice and helps to ensure teams implement rules as written in Volume 7 as well as internal policies as it relates to those rules. This position provides technical assistance and consultation regarding legal requirements, rules, regulations, and program policies to agency/facility staff, Department staff, county staff, community partners, staff in other states, and the public as needed or necessary.
This position also oversees data collection and the development of strategic plans and goals for tracking the progress of any program or initiative. This position also is responsible for the strategic implementation of fiscal components of legislation as it relates to ABA Clinic licensing and managing respective budgets. This administrator attends mandatory meetings as identified by CDHS and/or DCW, which may include Division meetings, staffings, unit meetings, and supervisions.
This position also attends meetings and training specific to ABA Clinic licensing requirements, as approved and/or required by their manager. This position attends relevant training relevant to professional development in the performance of ABA Clinic licensing duties. This position is responsible for disseminating information to appropriate partners regarding ABA Clinic licensing practice within the Provider Development Unit.
Appeals Panels Administrator
The 24-Hour Appeal Panels are advisory panels that make recommendations for appeals on published regulations, submitted by counties, agencies, and facilities. This position, along with the Adoption and Licensing Administrator position, is responsible for jointly overseeing the statutory appeals process and the appeals panels, in which members are appointed by the CDHS Executive Director or designee. This position works directly with the Attorney General's Office in the event that an appeal decision is challenged and requested for hearing.
This position will request a hearing to be set by the Attorney General's Office and assist in providing their office the necessary documentation and jointly preparing for the hearing. This position will review all appeals prior to them being sent to the Appeal Panels in order to ensure that they meet criteria to be appealed and are complete and accurate.
