The City of Oxnard’s Homeless Services Division is seekinga Homeless Services Project Supervisor.

This position provides leadership and oversight of Citywide homeless initiatives, including Navigation Center Operations, Foul Weather, Street Outreach, and Encampment Response Efforts, while managing the City’s State and Federal grants for homeless services, the Homeless Case Management Program, and Staff.

WHAT YOU’LL DO:
  • Oversee and manage the Division’s day-to-day operations, including:
  • Provision of services supporting current and formerly unhoused individuals and families, through direct case management and through subordinate and partner organizations
  • State and federal grants for provision of services
  • Division budgets, contracts and amendments, and invoices
  • Work, performance and professional development of division staff
  • Lead cross-sector collaborations and coordinate local initiatives supporting encampment response, transitional housing, rapid rehousing, street outreach, homelessness prevention, emergency housing, and the annual Point-in-Time Count
  • Provide oversight and operational support for the City’s Navigation Center Operations agreement
  • Ensure compliance with all applicable laws, regulations, statutes, policies, and government funding requirements
  • Track and analyze program data, evaluate effectiveness, and prepare required reports
  • Participate in the recruitment, training, supervision, and performance evaluation of assigned staff; address and resolve performance issues as needed
  • Assist in preparing staff reports and deliver presentations to City Council, boards, and community stakeholder groups
  • Prepare grant applications, develop and manage scopes of work, ensure performance of subrecipient service providers, monitor compliance with funding requirements, and ensure timely submission of all required reports, data, and metrics internally and when required to satisfy requirements from external funders and partner agencies
  • Coordinate with other divisions, departments, and organizations to forward local and regional goals for the provision of services
  • Contribute to the development, administration, and oversight of the Division’s budget

TITLE:

Administrative Services Administrator/ Supervisor

DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Administrative Services Analyst, Senior in that it provides staff supervision, oversees a major financial function or administrative program having city-wide impact, or performs complex analysis and/or program administration, serving as a designated subject matter expert.

SUPERVISION EXERCISED/ SUPERVISION RECEIVED:

Incumbents may supervise professional, paraprofessional, and support level staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures, or may serve as lead workers assigning and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure, or consideration of risk management.

WORK SCHEDULE:

The normal workweek is Monday through Thursday, 8:00 am to 6:00 pm, and alternating Fridays, 8:00 am to 5:00 pm. Depending on the work assignment, staff may be assigned to a shift outside standard work hours. In addition, this position may be required to work additional hours in response to workload peaks and changes in departmental needs. The standard work environment varies depending on assignment, but is typically either dependent on each position, which is primarily in an office setting, or out in the field.

The City does not offer hybrid or remote work.
