Regulatory Compliance Specialist
Location: Remote (within 24-hour commute to Yosemite National Park, CA)
Compensation
: $118,204- $145,483 DOE

Project Solutions Inc. is seeking a highly motivated and customer-focused Project Manager to support a variety of construction management services to the National Park Service (NPS), specifically to Yosemite National Park and other central and Southern California national parks. The Project Manager will provide strategic oversight, technical leadership, and disciplined management to ensure delivery on time, on budget, and in compliance with the customer’s requirements.
The ideal candidate will bring strong analytical skills, technical expertise, and the ability to work independently while collaborating effectively with diverse teams. This role offers the opportunity to contribute to impactful projects and strong relationships with the NPS. This role also requires excellent communication skills and the ability to develop solid relationships with NPS staff.
This role provides strategic leadership and oversight of construction projects from planning through execution, ensuring projects are delivered safely, on schedule, within budget, and in accordance with federal requirements. The ideal candidate will possess a strong background in federal construction management, excellent stakeholder management skills, and the ability to lead multidisciplinary teams in a remote environment.
This position requires a home office or other remote work location with the ability to respond to Yosemite National Park within 48 hours when needed. The Project Manager may also serve as the on-site Construction Management Representative (CMR) during staffing gaps or planned absences.
Key Responsibilities:Project & Program Leadership
- Lead execution of construction management services for Yosemite National Park and other assigned NPS projects.
- Manage project scope, schedule, budget, risk, and quality performance.
- Oversee multidisciplinary teams, including Construction Management Representatives (CMRs), environmental consultants, and commissioning agents.
- Ensure timely delivery of all contract requirements and project deliverables.
- Provide project status reporting and recommendations to PSI leadership.
- Develop and maintain strong working relationships with Contracting Officers (COs), Contracting Officer's Representatives (CORs), and other government stakeholders.
- Serve as a trusted advisor to NPS staff by providing sound recommendations supporting facility sustainment, repair, modernization, and capital improvement initiatives.
- Communicate effectively with technical and non-technical audiences.
- Monitor contract compliance, quality assurance, and construction administration activities.
- Manage change control processes, issue resolution, and risk mitigation strategies.
- Oversee subcontractor performance and ensure compliance with contract requirements.
- Coordinate site surveys, engineering support, and technical deliverables.
- Mentor and support the professional development of project staff.
- Promote continuous improvement and operational excellence across projects.
- Support proposal development and follow-on task order opportunities.
- Ensure personnel maintain required clearances, certifications, and training requirements.
Education:
- Bachelor's degree in Construction Management, Engineering, Architecture, or a related field.
- Master's degree preferred.
- OSHA 30-Hour Certification (required).
- PMP Certification (preferred).
- Certified Construction Quality Manager (CQM) (Preferred or ability to obtain certification).
- Professional Engineer (PE) or Registered Architect (RA) license preferred.
- 10+ years of project management experience within construction/engineeringor program management environments.
