Job DescriptionThe Mission of the Oregon State Marine Board (OSMB) agency is to serve “Oregon's recreational boating public through education, enforcement, access and environmental stewardship for a safe and enjoyable experience.” This position leads the Boating Safety Program that directs the program’s eleven staff responsible for statewide boating safety education and outreach. As Boating Safety Program Manager for OSMB, you will oversee mandatory boater education, towed watersports education and motorboat certifications, guides and outfitters credentialing, boating safety advocates, guide and outfitter investigations, contracts with over 30 Sherriff Offices and Oregon State Police to provide marine law enforcement, statewide marine law enforcement training, waterway obstructions reporting and mitigation, waterway markers, marine event permits, special use device permits, livery registration and education, statewide boating enforcement special emphasis patrols, and grant management.
The Boating Safety Program Manager is part of the Executive Agency Management Team and provides consultation, guidance and support to the other managers on boating safety. It is responsible for working with other agencies, law enforcement, national boating organizations, legislative staff and the Marine Board as it relates to boating safety. Minimum Qualifications
:
- Five years of lead work, supervision, or progressively related experience; OR Two years of related experience AND a bachelor's degree in a related field.
Desired Attributes
:
- Professional subject matter knowledge and experience in recreational boating safety, industry standards, policies, procedures, rules and regulations is preferred.
- Experience in using data to inform decision-making in order to optimize and leverage resources that support the mission and goals of the agency.
- Advanced knowledge of project management principles, processes, and techniques.
- Demonstrated experience troubleshooting operations or technical issues as well as policy issues, recommending a logical and effective course of action based on analysis of the situation.
- Exceptional communication skills (verbal and in writing) with the proven ability to present information clearly, logically, and persuasively.
- Demonstrated ability to collaborate with teammates and build positive professional relationships with leadership, peers, clients, and other shareholders outside of our organization.
Preference may be given to those with valid Oregon-issued Boating Safety Education Card or with ability to be obtained within 90 days of hire.

This position is open to hybrid work. Hybrid work for this position means 4 days of in-office/field work and 1 day of hybrid work (work from home/alternate approved location) for those who desire a hybrid schedule. Terms of hybrid work will be discussed and agreed upon by between the hiring manager and successful candidate.
