The Manager of Early Learning & Support Services provides strategic leadership and operational oversight across early learning programming to ensure regulatory compliance, high-quality instruction, and equitable, culturally responsive supports for all children, families, and staff. This role leads policy implementation; maintains accountability systems; supports staffing and HR coordination; and advances a comprehensive framework spanning curriculum and coaching, social-emotional learning and mental health, disabilities/IDEA services, and diversity, equity, and inclusion (DEI).
The Manager delivers reflective supervision to supervisors and specialists, drives continuous quality improvement (CQI) through data, and collaborates closely with organizational leadership, funders, school systems, and community partners to meet program goals and funding requirements.
Duties & Responsibilities:
Job Function 1:
Curriculum, Instruction & Coaching
- Monitor curriculum implementation, fidelity, and alignment to state standards and grant requirements, including the integration of appropriate technology.
- Ensure and monitor the implementation of an approved coaching model in accordance with OHS guidelines and mandates.
- Establish and monitor standard operating procedures for SEL and mental health supports grounded in current research and best practices in child development.
- Collaborate with the program Mental Health Consultant to collect classroom/child observational data, develop responsive strategies, and ensure timely, trauma-informed supports for staff, children, and families following critical events.
Job Function 2:
Program Compliance & Accountability
- Ensure Early Learning Supervisors are knowledgeable and skilled in applying regulations and programming requirements across all active funding streams.
- Lead the review and implementation of Education policies and procedures; stay current with federal, state, and local regulatory updates.
- Maintain and track the accountability calendar; conduct ongoing site visits to validate compliance and program quality.
- Coordinate responses to informal and formal findings or concerns of non-compliance from regulatory agencies and federal/state funders.
- Communicate promptly with assistant directors and directors regarding issues that may affect licensing status or the good standing of federal/state funds.
- Work with Education Impact Team leadership to collect and analyze data across service areas to drive CQI.
- Ensure compliance with funder and DHS standards and mandates for culturally responsive supports that meet the needs of diverse classroom populations, including dual language learners (DLLs).
- Efficiently steward resources and model CAP's values.
Job Function 3:
Staffing, Supervision & HR Coordination
- Provide leadership to maintain adequate staffing to meet home visiting and program delivery needs.
- Deliver reflective supervision to Early Learning Supervisors (ELS) and ELS / Coaches (and applicable specialists), promoting growth, evidence-based practice, and high-quality supports.
- Review timecards, mileage, and other supervisor reports; ensure accuracy and timely submission.
- Oversee and support responses to HR-related personnel matters; coordinate with cabinet leadership as needed.
Job Function 4:
Client/Customer Service & Enrollment
- Support supervisors in sustaining strong customer service standards, effective management of grievances, and timely reporting/resolution of client concerns.
- Collaborate with supervisors to strengthen enrollment practices and ensure smooth transitions for children receiving services in alignment with program requirements.
Job Function 5:
Organizational Alignment, Collaboration & Communication
- Coordinate with leadership to ensure alignment, congruence, and clarity of program operations and expectations.
- Communicate clear feedback systems and continuous improvement loops for implementation by supervisors and teams.

EDUCATION/EXPERIENCE REQUIREMENTS
Accepted:
- Bachelor's degree in early childhood education (ECE), Social Work, or in a related field with at least 18 ECE credit hours is required.
Preferred:
- Master's degree in ECE, Social Work, or related field preferred.
- Previous experience using adult learning principles and training adults is preferred.
- Previous experience with federal and state ECE regulations is preferred.
- Possessing a PQAS certificate is advantageous
Required:
- At least 5 years of experience in providing ECE services is required.
- At least 5 years of experience in supervision of staff & administration is required.
