Client First Technologies is currently seeking a Senior Project Manager in support of our government customer's enterprise software licensing and vendor management program. The Senior Project Manager serves as the primary point of contact and provides overall leadership for a multidisciplinary team supporting the full lifecycle of enterprise software agreements, including Blanket Purchase Agreements (BPAs) and Enterprise License Agreements (ELAs). This role is responsible for program execution, performance, stakeholder engagement, and ensuring the timely, compliant delivery of all contract requirements across acquisition, financial, and vendor management functions.

This is a full-time, remote position, with occasional requirements to be readily available and physically present at the customer facility in Rockville, MD.

Requirements
  • Provide overall program management and leadership for enterprise software licensing operations, including oversight of BPAs, ELAs, and related purchases
  • Serve as the primary point of contact for all program-related activities, coordinating across acquisition, finance, IT, and cybersecurity stakeholders
  • Plan, coordinate, and oversee execution of all task areas to ensure timely, high-quality delivery in accordance with contract requirements
  • Develop and maintain integrated project plans, schedules, and milestones; track progress against established objectives
  • Manage and elevate program risks, issues, and dependencies, and implement appropriate mitigation strategies
  • Support management of software licensing agreements to ensure lifecycle activities — planning, execution, and renewals — are effectively performed
  • Provide tracking of vendor management activities, including performance monitoring, issue resolution, and participation in vendor governance forums
  • Support adherence to applicable federal acquisition regulations, agency policies, and licensing compliance requirements, and support audit readiness activities
  • Oversee development and delivery of program reports, dashboards, and executive briefings, ensuring accuracy, completeness, and timeliness
  • Monitor and report on key performance indicators, including cost, schedule, performance, and licensing utilization metrics
  • Support budget planning, cost tracking, and forecasting activities, and identify cost savings and cost avoidance opportunities
  • Facilitate stakeholder engagement, including meetings, briefings, and decision forums, ensuring effective communication across all stakeholders
  • Support renewal planning activities, including maintaining a forward-looking renewal schedule and guiding pre-renewal assessments and negotiation strategies
  • Ensure implementation and continuous improvement of processes, standard operating procedures, and governance frameworks supporting program operations
  • Provide project status updates to company leadership
  • Supervise and manage the performance of team members
Qualifications
  • Bachelor's degree in Business Administration, Information Technology, or a related field (Master's degree preferred)
  • Minimum of fifteen (15) years of progressive program or project management experience, including managing large-scale federal or enterprise IT/acquisition support contracts
  • Active Project Management Institute Project Management Professional (PMP) certification or generally accepted government equivalent (e.g., FAC-P/PM Level II)
  • Demonstrated experience managing enterprise software licensing agreements, including BPAs, ELAs, or comparable enterprise contract vehicles
  • Strong knowledge of the Federal Acquisition Regulation (FAR) and agency-level acquisition policy as it relates to software licensing and vendor management
  • Proven experience developing and managing integrated project schedules, risk registers, and governance frameworks
  • Demonstrated experience with financial oversight, budget forecasting, and cost savings/avoidance reporting
  • Excellent leadership, communication, and stakeholder engagement skills, including experience delivering executive-level briefings and written reports
  • Ability to obtain and maintain the required background investigation appropriate to the position
Physical Demands
  • Must be able to sit and stand for extended periods of time
  • Occasional travel and overtime may be required
Required Clearances and Screenings
  • This position is subject to a government background investigation and must meet eligibility for a position designated with Low Risk sensitivity. Candidates with a current Tier 1/Low Risk Background Investigation or equivalent are preferred.
