Functional Area

(EFA)  this role, you will provide day-to-day management and technical leadership of the functions, disciplines, and personnel within the EFA. Additionally, you will be counted on for strategic vision and technical oversight to meet the goals and objectives of EFA customers and stakeholders. You will be a key member of the Environment, Safety and Health (ESH) Directorate senior management team, ensuring that the Environmental Programs at the Laboratory are effective, efficient, and with regulatory and contractual requirements while supporting execution of important Laboratory mission.

This position is in the ESH Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period.

You will:

  • Serve as an integral member of the ESH management team, develop high-level organizational strategies and priorities, manage the investment of resources, and develop programs to sustain core competencies, evolve and enhance environmental compliance and monitoring capabilities, and attract and retain a diverse staff of environmental professionals.
  • Lead, develop and inspire a multidisciplinary organization of 40+ environmental professionals with accountability for organizational performance, technical excellence, workforce development and successful mission execution.
  • Provide leadership on complex, sensitive, and high-consequence environmental issues. Translate evolving regulatory requirements, determine applicability across a wide spectrum of environmental standards and regulations to provide technical guidance and support to Laboratory programs regarding environmental responsibilities and regulations.
  • Build trusted partnerships with Laboratory leaders, LLNL organizations, regulators, DOE, and other stakeholders to integrate environmental considerations into planning and operations and enable effective mission execution.
  • Serve as a senior Laboratory representative on environmental matters with the DOE Livermore Field Office and other external stakeholders, leading resolution of complex regulatory, contractual, and technical issues and developing constructive approaches to emerging challenges.
  • Advise Directorate and Laboratory senior management on environmental strategy, regulatory risk, emerging requirements, and significant compliance matters. Influence decisions and build alignment across organizations when addressing complex issues with Laboratory-wide implications.
  • Oversee the LLNL Environmental Management System (EMS), monitoring, risk assessment, and analysis for Laboratory operations to ensure and verify environmental compliance, crucial for the success of the organization and image of the Laboratory; ensure the Laboratory EMS is consistent with the ISO 14001 standard.
  • Develop and maintain meaningful, data driven performance measures that provide senior leadership with insight into organizational performance, environmental risk, compliance health, and opportunities for improvement.
  • Oversee EFA performance management, salary management, and hiring and recruiting activities, including career development and organizational succession management. Maintain a commitment to attract high-quality staff, and to foster a diverse, equitable, and inclusive work environment.
  • Collaborate with and benchmark against other DOE sites to share practices and continuously improve LLNL's environmental programs and organizational effectiveness.
  • Anticipate emerging environmental, regulatory, operational, and workforce challenges and position the organization to respond effectively to future Laboratory mission needs.
  • Perform other duties as assigned.
Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in environmental science, chemistry, biology, geology or related field, or the equivalent combination of education and related experience.
