We are seeking a Project Manager to support our customer’s operations in Fairbanks, Alaska. This effort provides our Government customer with satellite mission data technical and administrative support services.
This position will be on-site and will require an active Secret Clearance.

Responsibilities:

  • Serve as the senior on-site contractor management representative responsible for all aspects of contract performance and for executing authorized technical direction received from the Contracting Officer or Contracting Officer’s Representative.
  • Direct, coordinate, and supervise the contractor organization, ensuring that all contractor employees remain accountable through established contractor lines of authority and that Government direction is properly routed through contractor management.
  • Manage workforce planning, recruitment, staffing, training, performance evaluation, discipline, employee recognition, retention, and replacement actions necessary to sustain uninterrupted contract performance.
  • Lead labor-relations activities, including administration of applicable labor agreements, coordination with union stewards and business agents, and resolution of workforce grievances.
  • Maintain effective coordination with the CO, COR, NOAA Station Manager, company home office, subcontractors, and approved third parties while ensuring that no unauthorized contract direction or commitment is accepted or issued.
  • Develop and manage internal controls and audits covering cost control, configuration control, regulatory compliance, records management, reporting, property management, security, maintenance, mission operations, and environmental, safety, and health performance.
  • Oversee development, implementation, and continued effectiveness of the Quality Control Plan, including supervisory inspections, work-order sampling, corrective actions, reporting accuracy, and verification of compliance with every contract requirement.
  • Prepare or oversee formal technical and cost proposals, contract-change documentation, management reports, performance analyses, staffing reports, and other submissions requested by the Government.
  • Ensure that contract risks, staffing deficiencies, negative performance trends, emergency requirements, and potential mission impacts are identified early and addressed through documented corrective or mitigation actions.
Qualifications

Education and

Certifications:

  • A Bachelor’s degree from an accredited college or university.

Required Experience:

  • At least 10 years of experience managing federal, commercial, or other highly regulated technical services, engineering, operations, or facilities O&M programs.
  • At least 5 years of experience as a Project Manager, Program Manager, Site Manager, or equivalent senior manager with responsibility for cost, schedule, staffing, technical performance, deliverables, and customer satisfaction.
  • At least 5 years of experience managing a multidisciplinary workforce that includes technical operations, engineering, facilities, logistics, IT, cybersecurity, ESH, administration, or security functions.
  • At least 3 years of experience managing continuous, 24x7, mission-critical, or emergency-response operations in which service interruptions could affect Government or customer missions.
  • At least 3 years of experience administering collective-bargaining agreements or managing represented employees, including union coordination, labor relations, and grievance resolution.
