Position Summary

The Manager of Government Compliance is responsible for leading a team of compliance analysts and ensuring the company's government compliance efforts across multiple business units and sectors within the Aerospace & Defense (A&D) industry. The Manager will provide strategic guidance and oversight to the team of analysts, ensuring compliance with federal regulations and company policies. The Manager will oversee a team of compliance professionals dispersed across multiple sites, providing guidance, oversight, and strategic direction to ensure compliance with federal regulations and company policies.

The Manager's role is critical in mitigating the risk of regulatory gaps, contract remedies, and reputational harm. By leveraging a deep understanding of FAR, DFARS, CAS, and AS9100, the Manager will steer outcomes that protect the company's schedule, margins, and award eligibility, while supporting the Senior Manager in driving the organization toward a unified, "Plug and Play" compliance framework that enables rapid integration during Mergers & Acquisitions (M&A).

Key Responsibilities 1. Risk Assessments, External Audits & Government Coordination
  • Primary Government Interface: Serve as the Primary Point of Contact (POC) for Government Management.
    • Operational Example:
      Collaborating with government officials to resolve complex technical issues.
  • Audit Oversight & Escalation: Provide oversight for the daily interactions between the compliance analysts and the assigned auditors; serve as the first level of escalation for conflict resolution, technical disputes, or sensitive audit findings.
    • Operational Example:
      Ensuring that the team presents a unified and professional front to the auditors and providing guidance on complex technical issues.
  • Forward Pricing Rate Proposal (FPRP) & Incurred Cost Submission (ICS) Support: Support the development and maintenance of the FPRP and ICSource; ensure that the methodologies used for rate evidence are transparent and compliant and fully tied out and adequate prior to submission to the Government.
    • Operational Example:
      Ensuring that the FPRP and ICSource data aligns with the company's calculations and assumptions and verifying that it ties out to the underlying financial data, providing a reliable basis for forward pricing bidding, audits, negotiations, and provisional billing.
  • Home Office Allocation: Oversee the preparation and submission of Home Office Allocations; ensure that the methodologies used are compliant with regulatory requirements.
    • Operational Example:
      Reviewing the Home Office Allocation methodology to ensure it is compliant with CAS and FAR requirements.
  • EO Monitoring: Track Executive Order (EO) related contract clauses and monitor underperformance thresholds to prevent contract remedies.

      Developing a monitoring system to track contractor performance metrics.
2. Business Systems & Submissions Governance
  • Business Systems Oversight: Oversee the maintenance and operational effectiveness of Government Business Systems.
    • Operational Example:
      Conducting internal reviews to verify that systemic controls are functioning as intended.
  • Supplier Cost Analysts & Price Analysis: Manage a team of supplier cost analysts responsible for performing FAR Part 15 supplier Cost Analysis
    ; ensure that cost analyses are performed in accordance with regulatory requirements and company policies.
    • Operational Example:
      Reviewing and approving cost analyses to ensure they are accurate, complete, and compliant with FAR/DFARS requirements.
  • TCoPD Framework Oversight: Ensure the processes for Truthful Cost or Pricing Data (TCoPD) compliance-including price sweeps and BOE traceability-are correctly implemented across the organization.

      Ensuring that the TCoPD processes are aligned with the company's business practices and regulatory requirements.
