Deputy Director

SALARY: $8,474.00/ Month

The employee in this position works under the direction and guidance of the Community Justice Department Director. The Director, Community Corrections Deputy Director, Office Manager, Parole and Probation Officer Supervisors, and Juvenile Division Deputy Director comprise the Departments management team. This position provides supervision in the delivery of juvenile probation with an emphasis on youth rehabilitation, public safety, community protection, and the implementation of evidence-based practices.

This position provides supervision to the Divisions staff, programs and budget. This position is responsible for the Juvenile Division day-to-day operation and supervision of staff. The person in this position is expected to provide leadership to the Juvenile Division staff in the demonstration of commitment, professionalism, and responsibility. The person in this position takes the lead in the Divisions public education and awareness efforts and the implementation of evidence-based practices.

The employee is expected to demonstrate effective participation as outlined within the Community Justice Department Team Rules (attached). The person in this position may be required to work evenings, weekends, on-call and/or holidays.

SUPERVISORY RELATIONSHIPS

The employee in this position is supervised by the Community Justice Department Director. The person in this position supervises all Division staff and assigned programs and serves as the Director in their absence. This position is based out the Pendleton Juvenile Division Office and schedule is 8-5 Monday through Friday. Umatilla County does not authorize work from home. This position may require frequent and overnight travel for statewide network Juvenile Association and Community Corrections meetings.

PRINCIPAL

DUTIES OF POSITION

All aspects of supervision of assigned staff include training, hiring, termination, and evaluation to include all Division staff. Deliver and maintain programs and services that align with best practices to include but not limited to:

  • Field Services
  • Sex Offender Services
  • Transition Services
  • Electronic Surveillance Program and GPS Surveillance
  • Community Service Work Crew
  • Alcohol and Drug Treatment
  • Various Oregon Youth Authority Programs
  • Plan, organize and supervise probation counselor's management of caseloads, including case management, case planning and compliance with Oregon Revised Statutes and Victim Rights. (EE)
  • Manage the hiring, firing, training, evaluating, and disciplining of subordinate employees in coordination with Human Resources and the Director. (EE)
  • In coordination with the Director, develop, initiate and maintain programs. (EE)
  • In coordination with the Director and the court, evaluate court services programs. (EE)
  • In coordination with the Director and the court, plan develop and implement long term and short range policies and objectives and priorities for court services. (EE)
  • In coordination with the Director and the court, develop and maintain policies and procedures for court services. (EE)
  • In coordination with the Director, maintain statistical records for caseload management and case planning. (EE)
  • Assist the Director with preparation of yearend report. (EE)
  • Assign and distribute work amongst probation counselors. (EE)
  • Identify problems and make recommendations for procedural or administrative improvements for delivery of services. (EE)
  • Provide presentations to the community regarding services provided by probation counselors and victim advocate. (EE)
  • Assist probation counselors with case management and supervision of youth in the community. (EE)
  • Staff caseloads with probation counselors, reviewing and approving case plans, risk/needs assessments and request to close active cases. (EE)
  • Review JJIS reports and entries. (EE)
  • Review and approve flex plans. (EE)
  • Cover caseload for probation counselors who are out of the office due to illness or vacation. (EE)
  • Cover detention hearings as needed. (EE)
  • Assist in taking general question telephone calls from the public, including calls regarding services and resources in Umatilla County. (EE)
  • Provide orientation and training to new probation counselors and case assistants (EE)
  • Coordinate weekly team meetings, including setting agenda and monitoring of team projects. (EE)
