The Medical Care Program Associate Supervisor position within the Maryland Children’s Health Program (MCHP) is responsible for directing the daily operations of the MCHP Program; supervising the work of subordinate staff; overseeing the workflow of the unit; and evaluating, developing and applying program policies and procedures. This position will also prepare required reports including fiscal reports. This position is eligible for hybrid telework.

40% Program Monitoring
:
Directs daily operations of the Maryland Children’s Health Program, planning and organizing the work of subordinate staff. Evaluates efficiency of operations, develops, revises, and recommends new policies, standards and workflow procedures. Interprets and applies polices. This involves providing overall supervision, problem solving, establishing and implementing policies and procedures for programs, and ensuring client service requests are processed accurately and completed timely.

This also includes the development of staff training to ensure that staff receive and execute the guidance on relevant program‑related laws, regulations, and policies. Attends State of Maryland site visits and meetings. Regularly briefs the bureau’s Deputy Director and Director regarding the program.

20% Supervision
:
Oversees and provides appropriate guidance and direct supervision to Medical Care Program Associates I, II and III (Lead). Monitors performance of employees on site and during remote work. Ensures all staff abide by and have access to all program policies and procedures. Determines and resolves procedural problems within the unit. Approves leave requests and timesheets. Manages performance of staff by providing guidance, direction and completing semi-annual performance evaluations (PEPS).

Addresses any performance issues in a timely manner and follows HR policies and guidelines when doing so. Facilitates staff development and training. Participates in the hiring process for vacant positions and onboards new employees. Provides onsite coverage as needed.

25% Program Reporting and Data Verification
:
Establishes, reviews, and implements program goals and performance measures to assure compliance with the program’s conditions of grant award and assure visibility to Department and County stakeholders (Health Officer, County Executive, etc.). Establishes and evaluates program goals, standards and controls to meet program objectives. Completes and submits State and Health Department monthly, quarterly and end of year reports. Provides program data for monthly reports.

Prepares and submits timely program plans, manages financial resources of each program, and fiscal reports required by MDH. Completes FTE activity reports as requested by the State quarterly. Supervises the clearance of Maryland Children’s Health Program Applications by using assigned and available programs including but not limited to the Medicaid Management Information System (MMIS), Maryland Automated Benefit System, State Verification Exchange System, and Customer Database.

Oversees verification of income and demographics to establish benefits utilizing MMIS and the Eligibility Verification System (EVS).

10% Customer Service
:
Responds to client inquiries by phone and in person. Resolves escalated case concerns. Responds to incoming cases in person, by phone and by referrals received via email and CAREAPP. Works collaboratively with Health Department Programs, community partners and health care providers.
