Responsibilities Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the S&T mission. The Senior Strategic Engagement Analyst will provide strategic engagement, communications and outreach support to the Department of Homeland Security's (DHS) Science & Technology Directorate (S&T), translating S&T's mission, RDT&E portfolio, and program milestones into tailored outreach strategies and messaging for private sector partners.

This position sits within a front office organization responsible for planning and executing senior-level engagements across industry, interagency, international, and Congressional partners. The successful candidate will develop and coordinate external-facing content - including talking points, briefing materials, presentations, event narratives, and digital copy for website, channels such as Linked In, newsletters, and stakeholder sessions - and support leadership participation at anchor events, round tables, demonstration days, and other industry engagements.

The role ensures that opportunities, solicitations, test and evaluation events, and program results are communicated accurately, consistently, and in a way that clearly highlights business-relevant mission needs to current performers, prospective non-traditional vendors, and venture capital communities. The successful candidate will facilitate high-level engagement and dialogue with industry, interagency, academic, and international partners, align messaging with S&T's strategic industry engagement model, and provide surge capacity to design and execute industry outreach campaigns.

The role captures feedback and outcomes from engagements and recommends adjustments to outreach tactics to strengthen relationships and build a high-quality pipeline of private sector partners aligned to S&T's RDT&E priorities. The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be comfortable translating complex technical programs and R&D outcomes into compelling, audience-appropriate messaging for diverse industry stakeholders.

This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be on-site at the DHS S&T client site in Washington D.C. as needed. Applicants must be able to regularly commute to Washington D.C. Responsibilities include, but are not limited to:
* Translating S&T's mission, RDT&E portfolio, and program milestones into tailored outreach strategies and messaging for private sector audiences, including current performers, prospective non-traditional vendors, and venture capital communities.
* Drafting, refining, and maintaining a strategic communications plan, including but not limited to key messages, branding development, stakeholder communications methods and campaigns, schedules, and stakeholder lists.
* Developing, coordinating, and producing industry-facing content such as talking points, briefings, event narratives, media advisories, digital copy (Linked In, newsletters), and stakeholder session materials.
* Supporting leadership participation at anchor events, round tables, demonstration days, and other industry engagements, including developing timelines and schedules, stakeholder lists, preparation materials and post-event follow-up communications.
* Ensuring that opportunities, solicitations, T&E events, and program results are communicated accurately, consistently, and in a way that highlights business-relevant mission needs.
* Aligning all industry-facing messaging with S&T's strategic industry engagement model and broader communications strategy.
* Designing and executing industry outreach campaigns, providing surge capacity for time-sensitive or high-priority engagement initiatives.
* Capturing feedback and outcomes from industry engagements and recommending adjustments to outreach tactics to strengthen relationships and improve pipeline quality.
