Job Overview

The Director of Volunteer Engagement for the Tennessee State Health Insurance Assistance Program (SHIP) provides strategic leadership and oversight of the statewide volunteer program. This role is responsible for developing, implementing, and strengthening volunteer recruitment, training, and retention efforts across all regions, including oversight of a comprehensive statewide training and development strategy. Serving as a key liaison between the State Unit of Aging (SUA), regional SHIP partners, and community organizations, this position ensures a coordinated and effective volunteer network that supports Medicare beneficiaries.

The Director operates with a high level of independence and subject matter expertise, proactively identifying opportunities to expand volunteer capacity particularly in underserved areas.

Responsibilities
  • Statewide Volunteer Program Leadership
  • Lead the development of and execution of a statewide volunteer strategy.
  • Establish and strengthen systems for volunteer recruitment, onboarding, training and retention.
  • Monitor program performance and identify opportunities for growth and improvement.
  • Ensure alignment of volunteer efforts with SHIP goals and federal expectations.
  • Design and implement volunteer engagement and retention strategies, including recognition, feedback mechanisms, and ongoing support.
  • Statewide Training and Development:
    Develop and oversee a standardized statewide volunteer training strategy, including onboarding, certification, and continuing education.
  • Plan and coordinate a statewide volunteer training calendar, including webinar series, regional training events, and ongoing learning opportunities.
  • Ensure training content is current, accurate, and aligned with SHIP guidance, Medicare updates and federal expectations.
  • Support and participate in regional training events, including travel as needed to ensure consistency and quality across regions.
  • Collaborate with regional coordinators to identify training needs and address knowledge gaps.
  • Evaluate training effectiveness and make continuous improvements based on feedback and program outcomes.
  • Regional Support & Partnership Management:
    Serve as the primary support resource for regional SHIP volunteer coordinators.
  • Provide guidance, technical assistance, and best practices for volunteer management.
  • Build and maintain relationships with AAADs, community partners, and key stakeholders.
  • Identify and address gaps in volunteer coverage across regions, Southeast Region and underserved areas.
  • Lead efforts to build volunteer capacity in regions without designated SHIP infrastructure, particularly the Southeast Region.
  • Identify and cultivate partnerships to expand outreach and service delivery.
  • Identify and pilot innovative approaches to expand volunteer engagement and service delivery statewide to reach underserved and hard-to-access populations.
  • Volunteer Recruitment and Outreach:
    Identify and pursue statewide recruitment opportunities.
  • Build partnerships with community organizations, educational institutions, and other entities to create a sustainable volunteer pipeline.
  • Represent SHIP at outreach events, conferences, and partner meetings as appropriate.
  • Contribute to statewide program planning, strategy development and continuous improvement efforts.
  • Program Communication and Coordination:
    Maintain consistent, professional communication with DDA leadership, regional partners, and volunteers.
  • Provide regular updates to leadership on program activities, challenges and opportunities.
  • Ensure clear communication and coordination across all levels of the program.
  • Team Collaboration and Operational Support:
    Support program operations during peak periods (e.g., Annual enrollment Period), including coordinating volunteer capacity, especially in the Southeast region, and assisting with call and referral coverage or attending enrollment events as needed to ensure timely service delivery.
  • Promote a culture of collaboration, shared responsibility and responsiveness.
  • Data, Reporting and Continuous Improvement:
    Track and analyze volunteer engagement metrics and outcomes.
  • Support reporting requirements related to client outreach, volunteer activities and program impact.
  • Use data to inform decision making and strengthen program effectiveness.
  • Ensure volunteer activities and counseling practices align with SHIP policies, confidentiality standards, and federal guidelines.
  • Support quality assurance efforts related to volunteer delivered services and Part D Enrollment Outcomes (PDEO).
