Job Appointment: Full Time, Regular

Position Summary:

The Portland Clean Energy Community Benefits Fund (PCEF) in the Bureau of Planning and Sustainability (BPS) is seeking a Regenerative Agriculture and Green Infrastructure Project Manager (Coordinator II - CPPW) to support the implementation of PCEF-funded regenerative agriculture and green infrastructure grants, contracts, and strategic programs that reduce or sequester greenhouse gas emissions, build climate resilience, strengthen local ecological and food systems, and advance social, economic, and environmental justice.

Guided by the Climate Investment Plan , PCEF is investing more than $200 million annually in climate action and climate justice. Funding areas include clean energy, transportation decarbonization, green infrastructure, regenerative agriculture, and workforce and contractor development. This position will be part of the team responsible for turning those investments into successful, accountable, community-centered projects and programs.

Regenerative agriculture and green infrastructure work at PCEF is broad and may include urban agriculture, support for culturally specific growing practices, food forests, fiber production, soil health, urban forestry, depaving, bioswales, habitat restoration, and other living-system approaches that sequester carbon, reduce climate impacts, and create community benefits.

Many PCEF grantees and contractors come from communities that have historically had limited access to climate-sector funding, public decision-making processes, land stewardship resources, and environmental infrastructure investments. This role requires strong project management, relationship building, communication, and problem-solving skills to help grantees and contractors succeed while ensuring public funds are stewarded for maximum climate and community benefit.

What You'll Do:

Support grants and contracts awarded for regenerative agriculture and green infrastructure projects and programs
  • Serve as the primary point of contact for an assigned portfolio of grants and contracts.
  • Work with grantees and contractors to define detailed scopes, budgets, deliverables, and metrics; monitor progress; process invoices; support compliance; and ensure quality assurance.
  • This work will require troubleshooting, collaborative problem solving, and a commitment to helping projects move from award to successful implementation.
Support regenerative agriculture and green infrastructure strategic programs
  • Help implement and coordinate PCEF regenerative agriculture and green infrastructure strategic programs, which may include the Urban Ag Land Access, Street Tree Care, Equitable Tree Canopy, and other regenerative agriculture/green infrastructure-related programs.
Review project proposals
  • Participate as part of a team in reviewing and scoring project proposals, providing input on project feasibility, regenerative agriculture and green infrastructure outcomes, community benefits, budgets, implementation readiness, award recommendations, and management processes.
Participate in facilitated multi-stakeholder engagement and collaboration
  • Work with grantees, contractors, subcontractors, public agency partners, professional associations, coalitions, community members, and other stakeholders to support collaboration, improve outcomes, develop best practices, and share lessons learned.
Assist with program analysis and continuous improvement
  • Work with other PCEF team members to identify implementation barriers, emerging needs, best practices, and opportunities to improve regenerative agriculture and green infrastructure grants, contracts, and strategic programs.
Ideal Candidate Profile:
  • Regenerative agriculture and green infrastructure knowledgeable: Experienced in one or more regenerative agriculture or green infrastructure areas, such as urban agriculture, food systems, culturally relevant growing practices, soil health, ecological restoration, urban forestry, stormwater management, depaving, community-based land stewardship, climate resilience, or natural resource programs.
