It addresses structural challenges related to risk reduction, climate resilience and sustainable recovery, working in close partnership with government institutions, international organizations and civil society organizations. Supported by the Sabancı Foundation, the first phase of the Young Women Building Their Future Project was implemented by the United Nations Development Program (UNDP) and the Sabancı Foundation in cooperation with the Ministry of Family and Social Services and the Ministry of Labor and Social Security between December 2021 and March 2025.

Following the successful results of the first phase of the Project, the second phase has been designed and planned to be implemented between April 2025 and March 2027. The project aims to create good practice examples and establish mechanisms to increase the employability among NEET (Not in Education, Employment, or Training) women between aged 18-35. By implementing the Project, it will establish and strengthen networks and cooperation among relevant stakeholders at international, national and local levels.

In line with this goal, three main outputs are expected to be achieved:
1) Capacity building of stakeholders and strengthened networks at the local, national and global levels to raise awareness and empower NEET women.
2) Enhanced skills and employment opportunities for NEET Women.
3) Awareness raised for NEET women in society.

3. Scope of Work
3.1 Conduct Labour Market Needs Assessment and Build Private Sector Partnerships

The Field Facilitator shall:
Conduct labour market needs assessments by engaging with private sector companies, human resources professionals, employer associations and business networks in the pilot provinces to identify sectors and occupations with employment potential for NEET young women in each month. The assessment should include, but not be limited to: companies with recruitment potential for NEET young women; occupations, skills and competencies currently in demand;

potential internship and employment quotas for NEET young women; and training requirements or enabling conditions that would facilitate internship and employment opportunities. Assess employers' perceptions and willingness to recruit NEET young women, identifying key barriers, challenges and opportunities related to their labour market participation. Participate, where aligned with the fieldwork plan, in meetings organized by the Project Team with relevant private sector stakeholders, including human resources associations, organized industrial zones, technopark administrations, chambers of…
