terms of reference for the recruitment of a consultant to develop innovative tools to strengthen gender mainstreaming processes in drm and in the agriculture sector in rwanda

1. Context
a gender analysis in drm and in the agriculture sector was conducted in rwanda from april to october 2025. The analysis provided an in depth understanding and appreciation of socio-economic, cultural and religious issues affecting women and men, and other vulnerable groups, and the structural inequalities that undermine the preparedness to disasters among women/men, that for example create more vulnerabilities to women during times of disaster and in the agriculture sector.
subsequently, a report and the gender action plan were produced and validated by members of arc technical working group in rwanda in october 2025.
the gender action plan (gap) accompanied the gender analysis in disaster risk management (drm) and agriculture and providing a practical, results-oriented framework for strengthening gender-responsive and gender-transformative approaches across national, district, and community drm and agricultural systems. The proposed gap operationalizes the evidence, gaps, and recommendations identified in the gender analysis report, translating them into targeted actions for government institutions, development partners, and community-level actors.
