Description
The Health Care Surveyor 4 (HCS4) will serve as a manager in the CNYRP - Syracuse office. Its duties include oversight of licensure, certification, and surveillance activities for Home Care programs, reviewing surveillance activities conducted by regional office staff, tracking and monitoring home‑care complaints, ensuring consistency of the survey process, and monitoring program resolution with providers, regions, and organizations. The incumbent will provide administrative leadership for staff by managing personnel, developing policies and procedures, effectively communicating, identifying staff training needs, and developing and conducting education activities for program staff.
Serving as a liaison with health‑care providers and the public, the incumbent will provide information, field questions, and facilitate the surveillance process. The incumbent will also communicate regularly with the HCBS Central Office and other parties. The HCS4 will oversee and complete licensure and amendment requests for the region, including follow‑up with agencies and providers.
Travel may be required throughout New York State, including overnights to areas not served by public transportation.

Permanent Transfer Candidates:
Current NYS Department of Health employee with one year of permanent or contingent‑permanent competitive service as a Health Care Surveyor 4 (Nursing), SG25 OR a NYS employee with one year of permanent or contingent‑permanent competitive status in a title SG23 or higher and eligible to transfer under Section 70.1, and able to meet non‑competitive requirements below. - Non‑Competitive Candidates via NY HELPS

Possession of a license and current registration as a registered professional nurse in New York State and three years of post‑licensure, specialized professional administrative or professional clinical experience, with one year at a supervisory level. - Substitution
: A master’s degree in nursing may substitute for one year of post‑licensure clinical nursing experience; a doctorate in nursing may substitute for two years of post‑licensure clinical nursing experience. - Preferred Qualifications
:
Strong interpersonal, written and verbal communication, observation and interviewing skills; clinical knowledge and experience with Home Care programs and the aging population; proficiency with Microsoft Office (Word, Excel, Outlook, SharePoint); experience providing supervision in a remote work environment; flexibility and eagerness to serve aged and aging New Yorkers.
This position may require travel throughout New York State, including overnights to areas not served by public transportation.
