About the Work Unit
The Right-of-Way Unit defines, acquires, and manages real property for the construction, operation, and maintenance of the State transportation system in Region 3, and provides guidance, support, and oversight of local agency transportation projects.
About the PositionUnder the guidance and supervision of a senior staff member, this position supports Region 3 transportation projects in the specialized areas of real estate acquisition and relocation advisory services. The role oversees consultants engaged to perform acquisition and relocation services and adheres to CDOT policy, Uniform Relocation and Real Property Acquisition Policies Act, and relevant federal, state, and local regulations.
Duties and Responsibilities- Participate in public meetings and public involvement activities to advise owners and tenants regarding acquisition and relocation processes.
- Attend project meetings with internal and external stakeholders to stay informed about potential right‑of‑way issues and provide updates to engineers, right‑of‑way staff, and environmental personnel.
- Assist with project development, engineering design meetings, right‑of‑way plan preparation, and appraisal meetings.
- Lead kickoff meetings with consultants and Region staff to clarify priorities and schedules.
- Serve as a central contact between consultants and Region personnel to determine resources needed for right‑of‑way services, budgets, and schedules.
- Review and evaluate right‑of‑way and engineering design plans to identify potential property issues.
- Discuss issues with engineering, right‑of‑way, and appraisal staff to explain impact to landowners.
- Assist with retaining title companies through the contracting process for title and closing services.
- Order and obtain title commitments, tax certificates, and title insurance policies, and facilitate closing and escrow services.
- Check commitments and closing documents and process payments through purchase orders.
- Estimate the value of a non‑complex property using waiver valuation analysis and coordinate with the CDOT Appraiser as needed.
- Describe appraisal components to landowners and maintain familiarity with appraisal methodology.
- Serve as a Staff Real Estate Specialist for mid‑level complexity real estate transactions on Region 3 construction projects.
- Compile and organize information from right‑of‑way plans, engineering, environmental, utilities, and appraisal reports to prepare written notices and offer packages in accordance with law.
- Prepare value findings, negotiate with property owners or their representatives, and assist with resolving potential construction problems.
- Conduct site inspections, review proposed impacts with landowners, and deliver correspondence and agreements.
- Maintain negotiation logs, settlement documents, closing documents, and coordinate with title companies and attorneys as required.
- Analyze counter‑offers and provide written recommendations for administrative settlements.
- Determine when negotiations become futile and prepare condemnation packages for the Attorney General’s Office.
- Present the Department’s request for permission to enter property notices and liaison with owners regarding fair market value offers.
- Attend relevant classes, seminars, or conferences on right‑of‑way acquisition, relocation, policy, or law.
- Perform other duties and assignments as assigned by the ROW Supervisor or Region Right‑of‑Way Manager.
- Schedule:
8:00 am – 5:00 pm, Monday‑Friday with flexibility. - Hybrid schedule with in‑office and remote work.
- Daytime travel required to visit properties, building sites, and meet with landowners.
- Occasional overnight travel for meetings or training.
- Mandatory driving of CDOT vehicles.
- Five (5) years of professional experience primarily focused on real estate abstracting/title work, right‑of‑way plan development, public‑entity property management, appraisal/valuation, right‑of‑way negotiations, land acquisition, relocation, or land‑surveying.
- Combination of relevant education and experience equal to at least 5 years.
