Job DescriptionWe are seeking a highly‑qualified Senior Research Analyst to join the Office of Data, Analytics, and Performance (DAP) on the Applied Statistics & Evaluation Team. In this role you will transform complex datasets into actionable insights for HHSC programs, state legislative bodies, and federal partners to improve the wellbeing of Texans. The Senior Research Analyst designs and conducts evaluation studies, applies advanced statistical models, writes code for statistical software, builds survey instruments, and prepares reports and presentations.
You will also lead special projects, oversee high‑priority deliverables, and provide expert consultation on research design and data management.

The Senior Research Analyst works largely independently, with moderate latitude for independent judgement under limited supervision.
Key responsibilities include:
- Oversight of comprehensive research studies and evaluations of HHS programs – 25%
- Dissemination of findings and policy implications to the Texas Legislature, Governor’s Office, federal agencies, and HHSC staff – 15%
- Responding to ad‑hoc data analysis and reporting requests – 15%
- Providing technical assistance to HHS divisions and external partners, including third‑party evaluators – 15%
- Developing database prototypes and anticipating analytic limitations to support data quality improvement – 10%
- Supporting project management by monitoring timelines, guiding tool selection, and defining data standards – 10%
- Assisting in supervision and training of team members – 10%
Additional responsibilities: leading special projects for high‑priority analytic deliverables and managing multiple research projects simultaneously.
Knowledge, Skills, and Abilities- Deep knowledge of HHS programs and data systems.
- Experience in qualitative and quantitative research.
- Advanced proficiency in statistical analysis and data management software (SPSS, SAS, Stata, MAXQDA, and Microsoft Office tools such as Excel, Access, Word, Outlook, PowerPoint).
- Knowledge of survey methods and online survey tools (e.g., Alchemer).
- Understanding of record‑keeping and security procedures for confidential data.
- Ability to conceptualize, develop, and write evaluation plans and reports.
- Strong written and verbal communication skills for complex findings.
- Project management skills capable of handling multiple research projects.
- Critical thinking and independent judgement in fast‑paced environments.
- Collaborative work capability across departments and agencies.
• Graduate degree (statistics, research methods, social or behavioral sciences, public health, or public policy) plus at least two years of professional research and evaluation experience; or
• Bachelor’s degree (above fields) plus at least five years of professional research and evaluation experience.
Telework is available, subject to agency policy and business needs.
Travel up to 5% of time may be required.
